GENERAL DESCRIPTION:
As a lead auditor, plan and conduct independent external mineral tax and state and federal royalty audits of complex business entities that produce minerals within Wyoming to ensure compliance with state and federal statutes and regulations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
As an auditor-in-charge, plan, coordinate, and conduct severance and ad valorem tax, as well as federal and state royalty audits of companies having activities within our state for the Department of Revenue (DOR), Office of State Lands and Investments (OSL&I), and the Office of Natural Resources Revenue (ONRR).
Conduct fieldwork in accordance with an appropriate written audit program and in accordance with audit policies and procedures, as well as in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Accounting Principles (GAAP).
Conduct opening and closing conferences with the taxpayer's management and legal staff.
Conduct testing and evaluation of source documents for validity.
Produce quality audits that justify and defend the outcome in accordance with Wyoming Statutes and federal regulations.
Analyze and interpret complex legal agreements, contracts, and audit documents regarding the determination of valuation compliance with Wyoming Statutes and federal regulations.
Provide audit guidance, assign work, and provide technical assistance to other auditors.
Review audits and audit work papers for accuracy and adequacy.
Prepare audit narratives, audit issues, and demand letters, final audit reports, and other audit-related correspondence.
Interpret and apply Wyoming state statutes and federal regulations to audits.
Make decisions and serve as a witness in appeal hearings and court cases, which could potentially be defendable all the way to the Wyoming State Supreme Court.
Qualifications
PREFERENCES:
Preference will be given to applicants with a Bachelor's Degree in Accounting and/or Business.
**Must have a valid driver's license.
KNOWLEDGE:
Ability to demonstrate professional oral and written communication skills, as well as demonstrate analytical ability.
Knowledge of the mineral industry in Wyoming. Knowledge of financial calculations.
Knowledge of interviewing techniques is necessary to conduct a thorough examination.
Skill in public speaking to be able to present examination findings.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance or Accounting)
Experience:
0-3 years of progressive work experience (typically in Auditing) with acquired knowledge at the level of an Auditor II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Auditing) with acquired knowledge at the level of an Auditor II

None
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Must have a valid driver's license and be willing to travel.
