Responsibilities You will perform basic to mid-level analyses for a wide variety of requests in order to direct the execution of the operational computer run through analysis and management of all ongoing real time computer systems processes. You will implement and execute the operational execution, configuration and maintenance of database management software and other software systems to provide realtime support to mission critical decision aids and to provide accurate information. You will execute the plans and designs, which have been formulated for data management and data distribution to be run on a 24/7 basis in support of worldwide customers. You will execute, implement, document, debug and maintain large and complex database systems and the software applications which they interface with, including testing and restorative procedures or upgrading as necessary. You will work with senior programmers and technicians as required to solve technical problems and to restore operational systems to full capacity. You will perform other duties as assigned. Requirements Conditions of Employment Qualifications Basic Requirements: Incumbent must have IT-related experience demonstrating each of these following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: analyzing a wide variety of requests, including difficult, or unusual assignments in application software, database management systems, computer hardware systems or other technical assessments in order to direct the execution of the operational computer run through analysis and management of all ongoing real-time computer systems processes. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: Applying customer support principles sufficient to receive, respond to, and resolve basic customer reported and monitoring system reported processing issues. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: Analyzing errors in the production of METOC products and services and making corrective recommendations to management. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes: Working with senior programmers and technicians as required to solve technical problems and to restore operational systems to full capacity. In addition to experience demonstrating the four competencies above, incumbent must have the following IT-related specialized experience: To qualify for a GS-09, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing Linux operating system and diagnosing/resolving system incidents, problems, and events. Experience implementing knowledge of software failure/recovery procedures. Experience applying knowledge of information assurance principles and practices. Experience demonstrating knowledge of 24/7 IT data processing. Experience displaying knowledge of software monitoring and evaluation for High Performance Computing clusters. Experience executing, implementing, documenting, and debugging database systems and software applications. To qualify for a GS-07, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing Linux operating system and assisting in diagnosing/resolving system incidents, problems, and events. Experience accurately defining incidents, problems, and events in the trouble ticketing system. Experience conducting research for troubleshooting novel client-level problems. Experience applying knowledge of information assurance principles and practices. Experience demonstrating knowledge of 24/7 IT data processing. Experience displaying knowledge of software monitoring and evaluation for High Performance Computing clusters. Education Basic Requirements This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GS-09: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree GS-07: Successful completion of one full year of graduate level education OR superior academic achievement Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This position requires shift work, with occasional evening/weekend callback under certain circumstances.
