Description
The City of Norfolk's Department of Public Works is currently seeking an Accounting Technician II in its Financial Management Division. The individual selected for this position would process daily, weekly, and monthly billing functions, process accounts receivable (i.e., check posting and account reallocations), process billing reports, and regularly review accounts to ensure proper billing. Also, the Accounting Technician II would assist with special billing projects and would provide customer service to citizens inquiring about storm water billing and quotes for fees.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses and visitors, including the City's storm water system, street network, waste management and recycling systems. The Department is comprised of 7 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.
The Financial Management Division is primarily responsible for the collection, distribution and maintenance of funds handled within the Department of Public Works. The Division administers the stormwater billing program, oversees accounting and budget functions and helps maintain the fiscal integrity of the department's budget and fiscal policies.

Essential Functions
Essential functions include but are not limited to:
Reviews reports and customer inquiries and enters data into computerized utility billing system.
Prepares journal vouchers and other financial documents such as budget transfers and cash receipts.
Assists with the budget process.
Responds to citizen inquiries regarding Storm Water billing and adjusts records as needed.
Assists with storm water billing functions.
Performs administrative duties by compiling data for reports, filing documents, processing various reports, maintaining files, and writing correspondence.
Requires computer skills including Windows, mainframe applications, Excel, Outlook, and Word.
Requires considerable knowledge of the procedures of keeping fiscal accounts and records.
Requires considerable knowledge of pertinent departmental operational procedures and policies.
Requires knowledge of mathematics as it applies to bookkeeping and accounting operations (adding, subtracting and percentages).
Requires ability to write memos and other documentation.
Must be able to deal tactfully and courteously with others on the telephone, in email, and in person.
Must be able to prioritize and organize work assignments to meet deadlines.
Assists with special projects and other duties as assigned.
Requires normal hearing and seeing capabilities, and the ability to follow verbal and written instructions.
Must be able to sit, stand, bend, and lift in order to maintain files.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Associate's degree preferred. Preferred area of concentration: Accounting
Two years experience in bookkeeping or accounting. Six months as a staff accountant preferred.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
