POSITION INFORMATION
The Supervising Administrative Assistant II leads and oversees staff within the Property Management and Support Services Division (PMSS). This role provides both technical and administrative direction and plays a key part in planning, organizing, and evaluating PMSS operations, including process and procedure implementation, facilities planning, procurement, and general administrative management. This supervisory position functions with substantial independence and discretion, as incumbents manage complex and wide-ranging projects, develop work methods and operational plans, and guide collaborative efforts across departmental units. They are expected to demonstrate a high level of accountability in program planning, resource management, and administrative decision-making.
Essential Job Functions
Leads the review, development, and implementation of PMSS policies and procedures to improve operational effectiveness and efficiency, and collaborates with operating divisions to ensure consistent application of approved practices.
Evaluates PMSS operations to identify areas requiring administrative analysis; assigns studies to staff, determines appropriate methodologies, and reviews findings and recommendations.
Oversees PMSS budget development processes, including analysis of budget requests, preparation of supporting documentation, and justification of the division's annual budget.
Directs and reviews cost studies related to PMSS operations and coordinates cost-control and cost-analysis systems to support informed decision-making.
Develops and oversees capital project planning and long-range facilities acquisition and improvement programs.
Participates in PMSS program planning by providing administrative guidance and resolving issues related to staffing, procurement, and facilities needs.
Supervises administrative support functions within PMSS, such as accounting, procurement, supplies, and payroll, as needed.
Represents PMSS in discussions with central administrative agencies, advocating for approval and implementation of division recommendations and resource requests.
Requirements
REQUIREMENTS TO QUALIFY:
Option I:Four years' experience in a general administrative staff or specialized staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedure, program, facility planning, budget, or personnel, one year of which must have been in a general administrative staff capacity at a highly responsible level. **
Option II:One year's experience as an** Administrative Assistant III, Supervising Administrative Assistant I, or Head, Staff Services.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
*General administrative staff is defined as: Performs work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of programs of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.
**Specialized staff capacity is defined as:Staff experience requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned. Knowledge is usually attained through extensive increasingly difficult, and practical experience and training in the subject matter field.
**For Option II: Applicants must currently hold or have held the actual payroll titles of the County of Los Angeles classes listed in the requirements for the required period of time.

EXAMINATION CONTENT:
Once we have determined that you meet our experience requirements, the examination process will consist of an evaluation of experience based on application information and desirable qualifications submitted at the time of filing weighted 100% .
Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on the examination (evaluation of experience) to be added on the Eligible List.
ELIGIBILITY INFORMATION:
The names of candidates receiving a passing score in the examination will be added to the Eligible List for a period of twelve (12) months following the date of eligibility. We will use this list to fill vacancies as they occur.
