The primary purpose of this position is to serve as a senior center attorney and principal legal advisor for acquisition matters regarding technical data rights, intellectual property, acquisition risk management, data acquisition management, depot maintenance, supply chain management, software engineering, and sustainment readiness. Responsibilities Provides subject matter legal and business advice to the Air Force Sustainment Center senior leaders and staff. Provides coordination and oversight with Air Force Sustainment Center subordinate units and legal offices. Provides expert counsel regarding the formation, negotiation, administration, and termination of contracts and other legal agreements under applicable laws and regulations. Serves as a senior attorney and subject matter expert in data rights and intellectual property matters. Advises Senior Leaders regarding legal and business strategies to advance sustainment operations and partners with them to develop strategies, policies, processes, training, and guidance for implementation. Performs other legal duties as assigned by Staff Judge Advocate. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Note: Attorneys performing duties in GS-15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of laws, regulations, precedents and procedures related to Federal Government contract law, with a special emphasis as Subject Matter Expert for Intellectual Property, Data Rights and Technology Licensing support. 2. Ability to effectively interpret and apply law, concepts, and recommend changes in legislation, policy, or regulations. 3. Ability to effectively communicate, both orally, and in writing. 4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields. 5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. 6. Skill in performing extensive legal research and analysis in the complex area of partnering law with little precedence. 7. Skill in presentation of and in opposition to evidence and arguments made in third party proceedings, and in negotiating techniques to to protect the client partnering initiatives. 8. Skill in writing sound and persuasive memorandum, briefs, reports, plans, and pleadings. 9. Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government. 10. Ability to mentor, assist, train less experienced attorneys as well as commanders, managers, operators, and personnel specialists in the evaluation of complex legal issues relating to federal acquisition laws, regulations and policies.
