About This Position:
This position must possess an extensive knowledge of DOTD Business Services and Procedures Manual and DOTD Purchasing Rules and Regulations, to report and document all accounting processes. Incumbent participates in DOTD structured training programs as appropriate and attends all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. Additionally, the incumbent is required to possess the following specialized knowledge, skills and abilities:
Maintain vendor files and contracts.
Maintain payables according to fiscal year.
Skilled with a working knowledge of SAP including but not limited to the following transactions: MIGO, MIR7, FV60, FV65, FBL1, FBL1N, FBV2, FBV3, FK03, XK03, ME2N, ME23N,
Proficient in Microsoft Office (Excel and Word).
Skilled in typing, personal computer, fax machine, copier, printers, and phone

Minimum Qualifications
One year of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.

Job Duties and Other Information
Job Duties:
Incumbent receives, prepares and enters invoices from external vendors or contractors for payment on a daily basis and has responsibility for ensuring accurate processing of all payables, which requires the ability to make decisions to ensure coding is consistent with Section's budget allocation and Section policy. Incumbent must maintain role of requisitioner. Accountable for accurate budget reporting by auditing expenditures prior to payment; confirming validity of charges; proper coding.
Incumbent audits and verifies that expense accounts for traveling employees of Sections 42, 50, 51 and 55 comply with DOTD's Policy and Procedure Memorandum on Travel and the Division of Administration's State Travel Regulations before processing for payment. Emails Financial Services with employee's name, personnel number and date of hire, enabling new employees to request reimbursement. Includes verification of correct travel documents, including Travel Authorization, Employee Affidavit, and Travel Expense Account Coding Sheet.
Processes payment of invoices for the statewide hazardous waste contract totaling approximately $300,000.00 annually and invoices for fuel deliveries to our ferry location totaling approximately $300,000.00 annually.
Processes payment of utility bills for Sections 42, 51 and 52. Extracts and manipulates information from SAP and prepares report of expenditures as needed by supervisor. Runs SAP document journal reports monthly to monitor purchase order partial payments, verifying that report totals reconcile with vendor monthly files.

Accounting Specialist 1 has a SER of $1,234.40/ Biweekly
Accounting Specialist 2 has a SER of $1,320.80/ Biweekly
Accounting Technician has a SER of $1,512.00/ Biweekly
