Minnesota Management and Budget (MMB) is seeking a Contracts and Compliance Specialist to manage talent and development contracts and provide financial and administrative support. This position will be part of the Enterprise Talent and Development (ETD) section of MMB. ETD operates on a fee-for-service business model, providing vital talent and development solutions for Minnesota's government employees. This is a new position that will be a key business partner in monitoring, tracking, and reporting on program performance, vendor activity, and revenue generation while maintaining strong relationships with internal and external partners.
Job duties for this position include:
Coordinating ETD's contract management and administration, including drafting, reviewing, routing, and executing contracts in compliance with State laws, rules, and policies
Consulting with clients and providing excellent customer service to determine business needs and solutions, either through ETD training programs or customizable services or by contracting with one of ETD's approved external vendors
Track external vendor activity and performance; monitor for equity, revenue generation, and demand
Support ETD financial operations, accessibility, compliance, and record keeping
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.
Minimum Qualifications

One (1) year of experience managing a high volume of vendor contracts and services in a heavily regulated financial environment
Experience must include:
Demonstrated knowledge of the basic principles of contract writing, administration, procurement, and/or purchasing processes
Basic accounting and budgeting skills sufficient to review, analyze, and verify financial records, calculate fees, prepare financial reports, and maintain accurate and complete financial records
Organizational skills and attention to detail sufficient to manage a high volume of complex vendor contracts while maintaining compliance with relevant laws, processes, policies, and deadlines
Communication skills sufficient to relay complex information to a variety of audiences, including agency leaders, state employees, and vendors
Basic research skills sufficient to analyze problems and find cost-effective and fiscally responsible solutions for clients
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment

Bachelor's degree in business administration, finance, accounting, or public administration
Experience managing contracts for the State of Minnesota or another government entity (city, county, federal, or Tribal)
Knowledge of and experience with Generally Accepted Accounting Principles (GAAP)
Certification in contract management or procurement
Strong interpersonal skills and experience negotiating with vendors, internal stakeholders, and cross-functional teams
Experience with remediating documents to meet WCAG 2.1 Accessibility Standards for Word, PowerPoint, and PDFs (e.g. CommonLook PDF Accessible Software).
