This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.
As a Paid Leave Development Supervisor, you will direct Paid Leave developers and quality assurance analysts who are responsible for the development, maintenance, and enhancement of Paid Leave applications and related documentation for the Department of Employment & Economic Development (DEED). This position will lead the Paid Leave Development unit and is considered the highest-level technical source within this team and must have expertise, training and experience in multiple technologies This includes responsibility to hire, coach/develop, supervise, and train developers and quality assurance analysts. This position will be a contributing member of this team as well as being responsible for the supervision and training of this team.
This position requires an employee to be onsite at 180 5th St E, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of four (4) years of IT experience in Application Development.
Experience must include:
Two (2) years of lead work or supervisory experience.
Experience with leading software development; must include software development leadership of large, complex projects.
Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high-performing results.
Strongly Preferred Qualifications
Experience with Ruby on Rails programming and application development
Experience with Salesforce automation, Apex development, flows and Omnistudio
Experience with AWS architecture including tools such as PostgresSQL Database, Elastic Container Service (ECS), and Elastic Container Registry (ECR)
Preferred Qualifications
Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.
Knowledge of software development best practices including test case development, test case writing, manual testing and automated scripting, defect management, QA metrics and reporting, as well as UAT support.
Demonstrated supervisory experience covering multiple areas including human resource policies, procedures, labor contracts, staff performance management, and contractor oversight, with a strong focus on hiring, coaching and development talent.
Ability to set priorities to accomplish both tactical and strategic goals. Anticipate and address conflicts and problems, monitor performance, manage multiple competing priorities, and meet deadlines.
Demonstrate critical thinking skills to evaluate complex development scenarios, anticipate outcomes, assess options, and drive decisions.
