The Opportunity:
CACI is currently looking for an Agile Delivery Manager to join our BEAGLE (Border Enforcement Applications for Government Leading-Edge Information Technology) Agile Solution Factory (ASF) Team supporting Customs and Border Protection (CBP) client located in Northern Virginia! Join this passionate team of industry-leading individuals supporting the best practices in Agile Software Development for the Department of Homeland Security (DHS).

CBP agents and officers are on the front lines every day, protecting our national security by combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity.

You should have worked with or have a strong interest in agile software development practices and delivering deployable software in short sprints
Responsibilities:
Serve as an experienced Agile Delivery Manager who has worked in an Agile/Scrum environment, which developed custom software and database applications. Responsibilities include:
Serve as an advocate for the Government portfolio owner's short-term goals and long-term vision.
Establish, maintain, and promote non-technical standards across an ASF product portfolio
Lead various functional initiatives that come out of the Evolution Board, and work with product teams (product team business analysts in particular) to decompose accordingly.
Work with Government portfolio owners (BEMSD Division Directors) to create/maintain portfolio roadmaps.
Facilitate Government prioritization of initiatives and effective communication through the Evolution Board.
Coordinate team dependencies by conducting Integrated Release Planning and similar, continuous activities
Establish the consistent standards on the minimum Definition of Ready relative to functional requirements for all product teams
Mentor product team business analysts
Review team backlogs for health purposes
Advise Government on tools and technologies that could enhance functionality or solve known functional user issues (e.g., user experience)
Promotes Agile culture and functional decomposition
Identify new portfolio business value innovations and opportunities
Assists in removing roadblocks/impediments for the various teams
Works with coaches on establishing coaching plans for teams that might not be trending well on metrics or in general with ASF/Agile concepts
As an ASF Lead on a portfolio, the Agile Delivery Manager should be familiar with all metrics, deliverables, SLAs, AFP Objectives, and other enterprise or portfolio initiatives. The Agile Delivery Manager should be the go-to person for any of the above to point them in the right direction.
Possess both an understanding of real-world mission/business objectives and a working grasp of software development practices and technologies.
The ability to be adaptable and to work constructively with a technically diverse team is also crucial. A willingness to learn and stay abreast of industry trends is also required. The program emphasizes innovation and looks for individuals who can bring creative ideas to solve complex problems, both technical and procedural.
Qualifications:
Required:
· Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria includes but is not limited to:
o 3 year check for felony convictions
o 1 year check for illegal drug use
o 1 year check for misconduct such as theft or fraud
· College degree (B.S.) in Computer Science, Engineering, Information Management Systems or a related discipline, or equivalent professional experience.
· Excellent verbal and written communication skills.
· Minimum ten (10) years' experience as a Release Manager, Scrum Master or Portfolio Business Analyst on iterative software development projects.
· Translating business requirements into user stories, use cases and technical requirements
· Experience with functional decomposition of large business needs into multiple layers of requirements/user stories.
· Creating/maintaining a portfolio roadmap that provides business value to the customer
· Identifying and coordinating cross-team dependencies
· Strong skills with MS Office tools (Excel, Word, Project, Visio) and Atlassian Suite (Jira, Confluence)
· Experience conducting backlog refinement sessions with stakeholders and the Product Owner to gather and validate business requirements.
· Experience in Agile Scrum methodologies and estimating techniques.
· Experience analyzing data and data relationships across an organization's business areas.
· Working knowledge of all elements of the software development life cycle, including planning, development, requirements management, CM, quality assurance, and release management.
· Developing business processes, capability needs, and business requirements.

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$120,800 - $265,800
