This position is responsible for the coordination of the educational and training voucher (ETV) program of the Foster Care Independence Act of 1999. The incumbent will develop and implement policies to award ETV grants to eligible students and manage a grant to provide services to eligible youth participating in post-secondary education and training programs. This position will also partner with other state department personnel, in addition to external stakeholders, to develop and implement supportive programming to enhance the post-secondary outcomes for ETV students.
Responsibilities include:
Administer the federal ETV program in Minnesota to eligible youth seeking post-secondary education and training.
Coordinate with ETV and post-secondary staff a support system for ETV students.
Work within internal and external stakeholders to shift the ETV program to a product agility model.
Other tasks as assigned.
Minimum Qualifications

Three (3) years of experience in child welfare systems, foster care, or services supporting adolescents and young adults. Experience must include:
Administration or coordination of publicly funded programs or grants
Child welfare, foster care, youth development, or post-secondary education support programs
Policy development, program implementation, or systems coordination involving multiple stakeholders
A bachelor's degree in social work, public administration, education, human services, public policy, or a closely related field may substitute for 12 months of experience OR A Master's degree social work, public administration, education, human services, public policy, or a closely related field may substitute for 18 months of experience.
Preferred Qualifications
Experience administering or coordinating federal education or workforce grants, particularly the John H. Chafee Foster Care Independence Program or ETV program.
Knowledge of post-secondary education systems, financial aid (including FAFSA), and student support services, specifically services supporting youth with foster care experience.
Experience developing or managing Requests for Proposals (RFPs) and negotiating or overseeing contracts with service providers.
Experience with interagency collaboration, including data-sharing agreements and cross-system initiatives involving education, child welfare, or human services.
Demonstrated experience with program evaluation, performance measurement, and continuous quality improvement.
