Summary This position is the Fleet Manager in the Transportation Department of the Facilities Management Service, Clarksburg VA Medical Center. The Transportation Department provides vehicle and transport services in support of a variety of external agencies, customer programs and medical center services within a large geographical area that includes three (3) states and Washington, D.C. Responsibilities Duties may include but are not limited to: Planning, scheduling, tracking, and coordinating vehicle maintenance, service, storage, and usage for a vehicle fleet in excess of 200 motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, buses, para-transit vehicles, special purpose vehicles, as well as tractors and lawn care equipment. Develops detailed programs for the service, storage, and usage of government vehicles and is responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the facility. Responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on all vehicles. Sets specifications and orders new replacement equipment. Directs motor vehicle services and related support to all operations within the facility, many of which are varied, sensitive, and complex. Ensures all snow removal equipment is well maintained for use as needed, Orders salt and other items needed to upkeep the facility grounds and equipment in pristine safe operating conditions. Plans, directs and administers the complete maintenance program for all GSA Lease and VA-owned vehicles of both standard and special purpose variety. Schedules and maintains records of all preventative and corrective vehicle maintenance. Administers contracts, ensuring adherence to applicable terms for GSA Lease and VA-owned vehicles, and enters into service agreements for maintenance, fuel, and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result. Tracks National Highway Traffic Safety recalls, initiates immediate notification and repair, updates recall status in vehicle databases, and maintains local level documentation. Coordinates all maintenance requirements and directs service station operations for the area. Plans and coordinates the vehicle assignment and rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy. Implements telematics programs for leased and owned vehicles as required by VA directive; establishes contracts, coordinates equipment installation, and validates data regularly through the online account. Maintains current registration and plates on all vehicles and initiates the procurement of replacement license plates as needed, ensuring all tags are correctly associated with the vehicle VIN in all fleet databases. Manages vehicle fleet cards. Collects and audits all vehicle related receipts from users monthly and ensures all charges are reconciled through the online bank portal.
