Job Summary
The Information Technology Operations and Infrastructure Program Manager III plays a critical role in executing high-impact org-wide initiatives and continuously improving processes to increase the effectiveness of our Infrastructure Operations and Security initiatives. The Program Manager in this role structures and drives large sophisticated cross-functional team's technical initiatives in ITOI & Security platforms. Specifically, the Program Manager drives the problem space, work closely with IT and Business leads to conceptualize solutions, organize/align multiple teams for delivery and drive towards execution demonstrating landmarks/important metrics.
This Program Manager looks for ways to standardize, ensures execution is efficient and consistent, and sets accountability by supervising progress, resolving dependencies, identifying issues, evaluating risks, and communicating with partners. The Program Manager moves fluidly from the big picture end-to-end software systems to low-level details so that the team can deliver complex and strategic multi-functional software programs, often with tight deadlines and conflicting projects.
The Program Manager leads the team to a better understanding of technical implementation at the architecture level, verifies and addresses questions that clarifies priorities and pushes the team to be highly effective. Develop a broad domain and technical knowledge. Project lead complex and large-scale cross-team, multi-functional initiatives. Track progress, resolve dependencies, evaluate risks, and communicate status to upper management and project partners. Engage and energize the project teams to achieve the goals. Acts as a subject matter expert, serves as a resource and mentor for other staff members.
Duties
Provide program management and guidance to various stakeholders in ensuring the project team has a clear understanding of timelines, risks, escalation path and roles/responsibilities they will undertake within the Infrastructure and other IT teams.
Develop and manage IT Infrastructure programs and manage deliveries from beginning to end, including project scope, timeline, hardware procurement, resource allocation, and project execution coordinating remote work closely with Technical and Functional teams.
Provide on-site monitoring and enforcement of installation schedules and vendor quality, inspect prospective and completed facilities in accordance with IT infrastructure standards and procedures as needed, and ensure proper follow-up.
Serve as a liaison between all IT teams (Network Engineers, DBAs, System Administrators, Development teams and Customers) to ensure alignment with project goal(s).
Facilitate formal turn-over with IT production teams and monitor deliverables until agreed upon launch/deliverable is achieved.
Contribute to development of program management processes and methodologies.
Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance. Consults across business operations, providing mentorship, and contributing specialized knowledge. Ensures that the facts and details are correct so that the project's/program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provides training, recommends process improvements, and mentors junior level staff, department interns, etc. as needed.

Required:
At least 6 years of experience in handling IT Projects or programs.
Experience with Process Improvement Methodology including defining and documenting workflow.
Experience with Workflow Tools - JIRA, Project Server etc.
Technical project experience in large distributed systems, complex competing environments, Microservices Architecture, Cloud computing etc.
Experience resolving effective program critical metrics and using them to measure program success and identify issues.
Experienced in project management tools. Familiar with both Agile and Waterfall methodologies and able to apply those when best suited.
Preferred:
At least 3 years of experience in Health Care, Managed Care.

Working knowledge of MS Office, Visio, Project Server & Jira Management.
Ability to articulate and communicate effectively and follow the project management and SDLC lifecycles.
