Basic Requirements for the GS-11 (or equivalent) Grade Level Successful completion of a PhD or equivalent doctoral degree from a professional nursing education program or related science field; OR At lease one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree or master's degree from a professional nursing education program. Provide care in essentially normal cases for a group of mothers and babies throughout the maternity cycle within the framework of a medically directed health service. Manage the care of normal antepartum women including teaching, counseling and support. Take health history, and perform and record the obstetrical physical evaluation. Evaluate and review findings with the physician and expectant mother. Manage labor, including teaching and support. Perform the following procedures: start intravenous infusions; administer analgesia according to standing orders; perform local anesthesia; manage and control normal spontaneous deliveries but does not perform forcep deliveries; record the labor and delivery; and sign and complete birth certificate. Perform and records physical evaluation of newborns. Manage care of normal newborn including nutrition, elimination and activity. Basic Requirements for GS-12 (or equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional advanced practice nursing experience equivalent to the GS-12 grade level. Perform complete history and physical examination; prescribe medicines appropriately, when indicated utilize internal and external fetal monitoring, intrauterine pressure catheters, perform ultrasonography, assist during cesarean sections, interpret and documents lab and testing results. Independently manages normal spontaneous labor and vaginal delivery, supporting laboring woman, provide intravenous analgesia as indicated or consults with anesthesia. Perform episiotomy as needed and repair as needed. Collaborate in the care of newborns as needed including resuscitation of infants according to guidelines for neonatal advanced life-support. Recognize and promptly respond to obstetric complications and emergency, provide initial urgent management. Appropriately consult, collaborate or refer to a physician during emergencies, regarding care of high risk patients and in any situation beyond midwifery scope of practice.
