SUMMARY

The Assistant Solicitor -- Health and Human Services serves as legal advisor for the County's Health and Human Services Departments (excluding the Office of Children and Youth). This position provides comprehensive legal support, guidance, and representation for the following departments:

Aging Services;

Community Connections;

Drug & Alcohol;

Early Learning Resource Center;

Housing & Community Development;

Mental Health/Developmental Disabilities/Early Intervention;

Public Health;

Veteran Services.

Additionally, this position provides support to the Office of Children and Youth Practice Unit of the Solicitor's Office. We offer a collaborative work environment, where solicitors from all practice areas work together to develop the best solutions for clients.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide day-to-day legal advice and counsel to the County's Health and Human Services Departments.

Assist with review, drafting, and negotiating contracts, agreements, and other legal documents.

Represent the County at mental health commitment hearings and other related proceedings.

Advise and represent County-related boards at public meetings.

Represent County social service agencies in administrative proceedings.

Draft and timely file pleadings, motions, and briefs in various legal matters.

Oversee and manage outside counsel as assigned.

Represent the Office of Children and Youth (OCY) in dependency, Orphans' Court, and administrative proceedings.

Review record requests and release of documents for OCY.

Participate in case reviews, provide legal guidance, and plan case strategy for OCY.

Perform other duties as assigned.

QUALIFICATION REQUIREMENTS

Education and Credentials

Law degree from an accredited law school and member in good standing of the Pennsylvania Bar or another state bar with a commitment to becoming a member of the Pennsylvania Bar.

Experience, Core Competencies, and Skills

Minimum of 3+ years of related experience, with a focus on working with government agencies administering both federal and state grant programs and experience in dependency and Orphan's Court proceedings.

Excellent written and oral communication skills, with the ability to articulate legal concepts to non-legal stakeholders.

Ability to manage multiple priorities and work independently with minimal supervision.
