Position Overview
GDIT is seeking an experienced Data Linkage Manager to lead data linkage activities within secure, cloud-hosted environments. This position reports to the Program Director for a large data access initiative and is the accountable lead for data linkage operations, coordinating closely with enclave, program operations, and PPRL teams to deliver high-quality, privacy-preserving linked datasets to researchers. This role is central to enabling compliant, scalable linkage operations that support federally funded studies and users.
How a Data Linkage Manager Will Make an Impact
Own the opportunity to support partners in delivering privacy-preserving, high-quality linked datasets that accelerate health, and health services research. Enable researchers to access and analyze data securely, efficiently, and in full compliance with DUAs, FISMA requirements, and applicable federal agency policies.
Lead planning and execution for data linkage, including deterministic, probabilistic, and privacy-preserving methods on longitudinal datasets.
Direct day-to-day production, including study intake, DUA-driven workflows, linkage runs, validation, and delivery of research-ready files within the enclave.
Coordinate with technical leads and PPRL teams to keep linkage workflows robust, scalable, and secure.
Translate government agency, data provider policies, and DUAs into processes, SOPs, and controls that govern linkage operations.
Own metrics and dashboards for linkage throughput, data quality, timeliness, and researcher satisfaction.
Drive continuous improvement using automation and AI-enabled workflows.
Manage relationships with staff, stakeholders, partners, and research teams, ensuring clear communication and timely issue resolution.
Lead, support, and train scientists, analysts, enclave engineers, and operations staff, including general management and rapid onboarding.
Plan and execute linkage-related transition activities, including orderly transfer of CMS files, linked datasets, documentation, automations, and tools.
What You'll Need to Succeed
Doctor's degree in a relevant field such as biomedical sciences, bioinformatics, health services research, economics, epidemiology, biostatistics, or health informatics.
Deep knowledge of federal data security and management standards.
Broad technical background across networks, hardware, software, and cloud services.
Minimum of 7 years leading large, multi-year federal research, data management, or informatics programs, including major administrative data linkages.
At least 7 years of experience in risk management, quality assurance, and data security.
Proven success leading tasks for federal agencies, including at least 5 years as a task lead on efforts of comparable size and complexity.
Excellent English written and verbal communication skills with multidisciplinary teams.
Ability to obtain and maintain a Public Trust or higher and authorization to work in the United States.
Travel at 10-25% to support on-site collaboration primarily in the DC Metro area.?
Preferred
11+ years of progressive experience managing data programs, with leadership of linkage programs, or similar large-scale data integration efforts.
Strong hands-on experience with data linkage methods, including deterministic, probabilistic, and privacy-preserving record linkage in regulated health data settings.
Experience coordinating with secure enclave and cloud engineering teams operating in FISMA Moderate/FedRAMP Moderate environments aligned with Zero Trust principles.
Industry certifications such as PMP, Agile, ITIL, or other business/technical credentials.
Technical certifications in relevant areas such as professional cloud, information security, or data engineering.
Direct experience supporting HHS, NIH., or other agencies on linkage, enclave, or RWD in biomedical, clinical, and health research domains.
Familiarity with interoperability and research standards and their application to linked real-world data.
Travel at 10-25% to support on-site collaboration primarily in the DC Metro area.?

The likely salary range for this position is $162,037 - $219,227. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
