Summary The Budget Analyst is located in Fiscal Service at the Cincinnati, OH VA Medical Center. Responsibilities The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Perform numerous review and consolidation tasks during the budget formulation process; assess the validity of assumptions; evaluate consistency of estimates against past performance or other benchmarks; determine validity of methods used; evaluate program balance and adequacy of justifications; and request additional information, changes, or further justification as needed. Interpret and implement VACO instructions and regulations relating to budget matters. Provide budgetary training, advice, and support to management and fund control point officials. Provide support to Research Service, ACOS/Education, Veterans' Outreach, Fee Basis and coordinators of other specialized programs in preparation of annual budget plans. Perform substantive tasks related to funds control for the Medical Center including: apportionment, allocation, allotment, and sub-allotment of funds. Anticipate possible anti-deficiency regulation violations and aide in correction of the situation. Recommend reserve funding levels, transfer of funds, and withdrawals or reprogramming due to unplanned costs or new obligations. Prepare fund projections to be used by management in the operation of the Medical Center. Review financial reports to anticipate reprogramming needs, to analyze progress toward goals and estimates, to appraise funding levels, and to explain deviations. Prepare projections of fiscal year budgetary elements (I.E., FTE, P/S and A/O) based on current and planned activity levels. Distribute budgetary funding to appropriate control points in both the IFCAP and FMS systems, monitor expenditures for any significant variances, investigate variances, and provide Financial Manager with report of findings. Performs other related duties as assigned.
