You will conduct market research, prepare Determinations and Findings, review justifications for sole source, and assist in the preparation of acquisition strategies. You will prepare and advertise solicitation documents, locate sources for competitions, and conduct pre-solicitation conferences. You will monitor contractor performance and completion schedule required by the contract. You will issue modifications to initiate contract changes and to exercise option years. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least: GS-12: One year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting market research/analysis, developing evaluation criteria for contract proposals and requests, and determining method of procurement on contract negotiations. GS-11: One year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing pre-award and post-award contracting functions involving procurements contracts and monitoring contract performance. Education Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions: A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees ANDB. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.) NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement. Specialized experience at the GS-11 level may be substituted with 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Additional Information Certifications. a. Acquisition University (DAU) Credentials: Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their 15 CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. c. This is a Defense Acquisition Workforce position. Employee must be able to obtain and maintain a Contracting (CON), Professional acquisition certification within 36 months in accordance with DoD Instruction 5000.66.
