Summary Incumbent serves as the Deputy Chief/Program Manager in the Mental Health Service Line. As the subject matter expert, at the GS-14 grade, the incumbent is responsible for strategic oversight, operational management, cross-functional collaboration, program analysis, quality assurance, and full supervision and development of the following care lines at the Manchester VA Medical Center and five CBOC locations. Responsibilities The Program Manager has full leadership oversight of the Health Care for Homeless Veterans program, which operates a Grant & Per Diem program, an emergency shelter program and over 300 tenant-based HUD VASH vouchers, and 3 project-based HUD VASH programs, Homeless PACT, and the Community Employment Coordinator. Homeless Services serve Veterans in their own communities and are distributed widely throughout New Hampshire. The Program Manager also oversees and manages the Community Engagement and Partnership programming as part of VHA Suicide Prevention efforts, collaborating with various departments to ensure smooth delivery of services, maintaining quality standards and upholding ethical practice across all service lines. Suicide Prevention remains VHA's highest clinical priority. The Program Manager directly oversees major programs within this Level 3 Facility and within the Mental Health Service Line. The incumbent has responsibility for staffing, work assignments, budgeting and expenditures, forecasting resources and equipment needs, contracted staff and services, clinical services provided, and day to day operations. The incumbent has skill in developing policies, procedures, and/or practice guidelines for the care lines referenced above. The Program Manager demonstrates possession of supervisory and program skills and must be licensed at the advanced practice level. Incumbent must be able to provide supervision and to collaborate with multidisciplinary staff involved with programs on a local, VISN and national level. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: GS-14 Social Worker (Program Manager): Experience and Education: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all the following KSAs: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. Preferred Experience: Demonstrated 2-3+ years experience in managing and leading multi-disciplinary teams within a healthcare setting, particularly in mental health services. Proven ability to provide operational oversight, including staffing, work assignments, budgeting, forecasting resources, and managing day-to-day operations. Experience in managing multiple large-scale mental health programs. In-depth knowledge of VHA and state regulatory bodies' standards relevant to mental health services. Experience working closely with VHA leadership, Mental Health and Suicide Prevention Program Offices, VISN leadership, State of New Hampshire leadership, and other stakeholders to ensure compliance and enhance service delivery.
