Overview
This position is responsible for managing the enforcement operations for ACS which includes managing a team of animal control officers, customer relations officers, and enforcement supervisors. The incumbent will work to ensure compliance with animal related ordinances for the city. Incumbent will also manage the daily operations and is expected to work closely with shelter team members, volunteers, other city agencies, divisions, and other animal welfare groups along with the general public. Independent judgment and actions are an essential part of the incumbent's position. The incumbent's other actions are dictated by established policies and procedures, civil and criminal laws, and the codes established by the city and county. The incumbent in this position will be required to work on call hours on a rotating basis. Incumbent in this position must be 21-years old and possess a valid driver's license. Position reports to the Administrator Operations.

Position Responsibilities
Plans, organizes, oversees, and coordinates the daily operations to support ACS Enforcement Operations
Responsible for adherence to the city's policy and procedure manual and the Union Master Agreement
Responsible for monitoring the assigned program's performance, including directing the training of team members, hiring, counseling, and issuing disciplinary action with concurrence of the Division Administrator
Ensures operations are maintained within established budget by reviewing requests for overtime, equipment replacement, supplies, building upgrades, and equipment repairs
Manages and facilitates the progress and results of multiple projects by assuring compliance with the city's goals, scope of work, budget, schedule, and quality expectations
Develops and implements program enhancements to ensure the continued progress and growth in relation to annual and future goals of ACS
Maintains applicable forms and logs as determined for record keeping and monitors field equipment maintenance and scheduled replacement
Prepares regular reports of activity and initiatives and monitors inventory and places orders for the kennel
Identifies, conducts, and manages training needed to ensure team member safety, development, and continuous performance improvement
Responsible for case management and oversight of court cases in coordination with city attorneys
Maintains effectiveness and efficiency of enforcement operations.
Prepares follow-up evaluation reports on program improvements as needed and takes immediate action to correct problems or resolve discrepancies
Assists the Deputy Director and Division Administrator in identifying and implementing strategic goals and priorities including developing appropriate reports
Collaborates with other agencies and division to streamline processes, provide support, and contribute to the overall success of ACS
Develops annual goals with operations staff that include timetables, procedures, and accountabilities to be accomplished in meeting future plans and goals
Coordinates and consults with the Deputy Director and Administrator, elected and appointed officials, department staff, other animal welfare organizations, volunteers, and community groups on development and implementation of strategies to improve ACS, encourage responsible pet ownership, and promote animal welfare
Works with the Administrator and representatives of other animal welfare organizations, non-profit organizations, businesses, and community groups to develop and implement collaborative programs and services
Maintains knowledge of significant developments and trends in the animal welfare field and identifies opportunities relative to program functions
Issues summonses and citations to residents of the city and county for violations of the code of the city and county and testifies in court on behalf of the ACS
Manages special assignments as required and provides assistance to other agencies as needed including IMPD and IFD
Euthanizes animals and when necessary, prepares a specimen for the State Board of Health for rabies testing.

Qualifications
Two (2) years of work-related experience with one (1) year of experience in a supervisory capacity. Must be qualified to receive and maintain special police powers including the successful completion of any necessary training. Incumbent must possess the ability to learn and apply applicable criminal and civil laws and evidence processing techniques. Must possess and demonstrate a high degree of organization, planning, and critical thinking skills. Must possess and demonstrate the ability to effectively present court testimony. Must have proven management skills with the ability to motivate and manage a diverse group of team members. Must adhere to state and local laws, codes, regulations, and occupational hazards. Must be able to assist with tasks related to the preparation of the annual or periodic budgets. Demonstrated ability to gather, assemble, correlate, and analyze facts and devise solutions or plans. Must have great communications skills both orally and written and be able to adapt to different tones and messaging to meet the needs of different audiences in different settings. Must be able to work under extremely stressful conditions. Must exhibit tact in collaborating with other professionals and team members. Must have knowledge of Microsoft Office.
Preferred Job Requirements and Qualifications
Bachelor's Degree in Social Services, Public Administration, Business Management, or a related field with one(1) year of experience in a managerial capacity and two (2) years of work-related experience. Knowledge or formal work with social services or animal welfare experience is a plus. Must be qualified to receive and maintain special police powers including the successful completion of any necessary training. Incumbent must possess the ability to learn and apply applicable criminal and civil laws and evidence processing techniques. Must possess and demonstrate a high degree of organization, planning, and critical thinking skills. Must possess and demonstrate the ability to effectively present court testimony.
