The Opportunity
Are you ready to shape the future of global security? The Leidos Intelligence Sector is seeking an experienced Intelligence Planner (Intelligence Plans Integration) - Senior , to support the USCYBERCOM J2 mission, to employ subject matter expertise in support of integrating Defense and National Intelligence support capabilities-including collection, analytic, and targeting activities-into comprehensive operational planning functions across Department of Defense (DoD) mission areas. The incumbent will play a pivotal role in developing and executing campaign plans, deliberate planning, crisis management, and time-sensitive planning in accordance with the Joint Operations Planning and Execution System (JOPES). Additional responsibilities include providing red teaming support and conducting intelligence operations feasibility assessments throughout the planning process.

What you'll be doing:
Apply intelligence expertise to facilitate the integration of intelligence support across all phases of operational planning, ensuring collection, analytic, and targeting activities are effectively synchronized with DoD campaign plans and mission objectives.
Provide direct support for cyberspace intelligence planning activities in support of USCYBERCOM missions, and recommend efficient and effective resource utilization throughout the planning process. Review and report on strategic guidance applicable to cyberspace intelligence operations, ensuring plans are aligned with current national security objectives and directives. Coordinate and contribute to the production of National Intelligence Support Plans (NISP), Annex B, and Functional Support Plans (FSP), ensuring alignment with overarching operational and strategic priorities. Assess ongoing intelligence planning efforts, recommend adjustments to production processes, and support the adaptation of planning efforts based on evolving mission requirements. Ensure that intelligence planning activities are integrated and synchronized with J3 (Operations), J5 (Plans), and J7 (Training) battle rhythms, as well as with the planning of Cyberspace Intelligence Operations. Assist government personnel who serve as focal points for the Joint Planning Group (JPG) and/or Operational Planning Team (OPT) for all intelligence support activities, and effectively communicate feedback to the J2/JIOC matrix team. Develop, manage, and coordinate intelligence task lists, identifying required support products and assigning responsibility to appropriate J2 divisions for completion. Identify, coordinate, and deconflict deadlines, priorities, and the scope of intelligence production requests (PR) and services, ensuring mission requirements are met in a timely manner. Coordinate and articulate requirements for Joint Intelligence Preparation of the Operational Environment (JIPOE) and other products critical to the planning process. Oversee the production of FSPs, as needed. Document Operational Instructions (OIs) for command-wide programs and initiatives, as assigned by the Government. Provide a full range of policy and strategy support to assist the Intelligence Directorate's policy and strategy professionals. Engage in comprehensive coordination with command partners-both foreign and domestic-informing Directorate leadership and supporting strategic decision-making and intelligence/information flow. Manage portfolios of partner nations and agencies for various governmental requirements. Utilize interagency processes to facilitate information sharing agreements with partners. Coordinate internally with command, IC, and USG to enable whole-of-government strategic decision-making. Collect and analyze information on partner cyber intelligence capabilities and needs; develop strategies to establish, develop, and maintain effective analytical partnerships. Identify, coordinate, and deconflict partner requests for intelligence information; integrate Combatant Commands (CCMDs), service components, the Intelligence Community (IC), and NSA into partner engagements as necessary. Collaborate broadly with Intelligence and Defense professionals, synthesizing a holistic view of the Command's current state and developing actionable approaches to address analytic or operational shortfalls. Develop methodologies to track Command progress against strategic initiatives and policy implementation; demonstrate proficiency and timeliness in responding to policy and strategy-related tasks. Leverage intelligence tools and databases, including but not limited to Intellipedia, SharePoint, PAC, BICES, Chippewa, Stoneghost, ISpace, and others as required to support intelligence planning and collaboration.
Needed Experience, Skills, and Education:
Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree. Additional years of experience may be considered in lieu of degree.

Preferred Experience, Skills, and Education:
Knowledge of Joint Planning and Intelligence Planning Processes, strategy and plans, including TCPs and TCOs, GCPs, or OPLANs, and U.S. national security strategy.
Experience with coordinating analytic support to produce Joint Intelligence Preparation of the Operational Environment (JIPOE) products.
Deep familiarity with USCYBERCOM organizational structure and mission.
Prior experience supporting Joint operations across multiple warfighting domains.
Knowledge of computer networking concepts and protocols, and network security methodologies.
Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity.
Knowledge of cybersecurity principles.
Knowledge of cyber threats and vulnerabilities.
Knowledge of specific operational impacts of cybersecurity lapses.
Knowledge of cloud computing service models Software as Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).
Knowledge of cloud computing deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments.

Pay Range:
Pay Range $116,350.00 - $210,325.00
