Summary You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the RECRUIT/STAFFING & CIVMAR PROC (N11B), CLASSIFICATIONS (N11B4) of MILITARY SEALIFT COMMAND. Responsibilities You will use strategic vision, and leadership in providing quality, customer-driven human resources services to support MSC's mission and its employees. You will manage programs which include classification and position management for the Ashore workforce. You will serve as an expert and technical consultant providing assistance and recommendations on command reorganizations and realignments. You will assist with the coordination of reorganization request packages including proposed functional statements, position descriptions, PD listings, organizational charts, and executive summaries. You will develop alternative job restructuring and organizational design recommendations to assist managers in planning or such developments as program modifications, reorganizations, realignments, or reduction-in-force. You will perform a full range of classification/position management functions to include classifying and certifying positions. You will evaluate position management of organizations, and provide assistance to supervisors and managers on ways to improve structures and work distribution. You will conduct training of branch staff and provide training for MSC managers and employees on classification guidelines and concepts. Requirements Conditions of Employment Qualifications For the GS-13 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in planning and executing reorganizations and recommending solutions that enhance mission effectiveness. Experience assessing and advising management on the impact of proposed reorganizations and recommending alternative structures. Experience developing alternative job restructuring and organizational design recommendations to assist managers in planning or such developments as reorganizations or realignments. Experience in completing complex classification determinations for GS civilian positions and communicating findings to management. For the GS-12 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting management with planning reorganizations such as consolidations or realignment of existing functions. Experience assisting management with implementing new organizational structures. Experience conducting position management and classification studies providing results and recommendations. Experience in preparing evaluation statements for complex positions including high grade positions.
