Job Description
Plan, provide and supervise maintenance for the entire facility which includes:
Develop and implement a preventative maintenance program.
Plan major maintenance, remodeling projects, figure material costs, order material, and apply for necessary permits, variances and/or approvals.
Contract for repairs by outside contractors, inspect work, and sign off on completed projects and approve project payments.
Supervise maintenance and repair of institution heavy equipment, snow removal equipment and small engine lawn and garden equipment.
Supervise, testing, maintenance and repair of institution emergency generators, transfer switches, UPS systems and associated batteries and fuel tanks.
Supervise and monitor the operation of the building automation system; ensuring alarms are responded to by appropriate staff, system is operating at a level that provides optimal energy efficiency, system software and firmware are up to date and routine backups are made of the system programming.
Oversee maintenance and repair of institution electronics, including cameras, camera recording equipment, radios and radio equipment, fire control panels, security control panels, electronic doors and gates, offender television distribution system, offender kiosk stations, MP3 kiosk, WIFI system, body and package scanners, metal detectors, microwave and taut wire fence system, and officer station controls, monitors & PCs.
Oversee maintenance and repair of institution heating, ventilating, air conditioning and refrigeration systems, including main boilers, small package boilers, chillers, cooling towers, split system heat pumps, makeup air units, exhaust fans, smoke evacuation systems, walk-in freezers/coolers, blast chillers, air compressors, circulating pumps, mixing valves, chemical treatment systems, and hot/chilled water loop pumps and controls.
Oversee maintenance, testing and repair of the facility fire protection system, including the sprinkler system, PIV's, zone valves, by-pass valves and pumps, back flow prevention systems, fire dampers, and drop doors.
Oversee maintenance, repair and operation of the facility domestic water and wastewater systems, including water softeners, booster pump station, ph injection system, sampling action, sewage grinders, and ordering of chemicals and salt as needed.
Oversee general maintenance and repair of facility buildings and grounds, consisting of all buildings at two sites, adjoining land, parking lots, sidewalks, fences, gardens, lighting and miscellaneous items unique to a correctional environment. controls, monitors & PCs.

Correctional Trades Leaders, Power Plant Engineers, Electrician and Electronic Engineer.
Prioritize and assign work, inspect, instruct, and evaluate work performance of subordinates.
Approve vacations and other leave requests.
Make recommendations in hiring, promoting, staff development, discipline and dismissal.
Supervise maintenance staff, coordinating work for them and their offender work crews; ensuring staff hire, train and supervise a full work crew that can perform the task assigned.
This includes but is not limited to building maintenance, painting, electrical, plumbing, carpentry, welding, roofing, concrete demolition and repair, fencing, dry walling, etc.
Keep offender time, evaluate offender performance and counsel job related problems, up to and including job removal of the offender.
Update offender job hiring and generic notes in ICON as needed.
Ensure all state and federal code requirements are followed and reporting is submitted in a timely manner for systems such as the sprinkler system and back flow inspections, fire alarm inspections, boiler inspections, generator emissions reporting, site air quality emissions reporting, underground fuel tank inspections, x-ray equipment testing, gas and water meter calibration testing and other systems as needed.
Enforce rules and regulations for the entire offender population.
Write disciplinary reports as needed.
Assist other departments as needed with institution security, and assist Security dept. in the event of an escape.
Participate as a member of the institution management team by attending regular meetings, assisting in staff interviews, and reviewing policies and procedures.
Monitor tool control in maintenance and power plant areas.
Implement OSHA, EPA, DNR, NFPA, NIC and ACA standards.
Ensure that all projects and tasks fall within the guidelines of the jurisdictions having authority. Inspect work sites daily for safe and sanitary work conditions.
Ensure proper Personal Protective Equipment is used when needed/required.
Ensure safety equipment and safety training has been completed prior to work being performed.
Work on an on-call basis, responding to institutional needs for maintenance and repair by assisting staff over the phone, returning to the institution, or calling in appropriate staff to correct the situation.
Monitor energy consumption, motor fuels, use of tools, supplies, materials, equipment, and parts.
Maintain an adequate inventory for the normal operation of the facility.
Maintain an annual contract with local utility for natural gas transportation and supply.

Minimum Qualification Requirements
Ten years of full-time diversified skilled trades experience, two years of which were at the managerial level in the construction, maintenance and repair of residential and commercial buildings; or the operations, maintenance and repair of mechanical and electrical equipment utilized to produce commercial power, heat and refrigeration;
OR
ten years of full-time experience in the technical inspection of commercial and/or residential buildings for compliance with local, state and federal building and safety codes;
OR
ten years of full-time technical experience in preparing engineering and/or architectural plans and specifications for commercial and residential buildings;
OR
an equivalent combination of education and experience substituting 30 semester hours of accredited post high school education in structural, civil, electrical or mechanical engineering for each year of the required experience; (no substitution for two years of full-time job related experience);
OR
employees with current continuous experience in the state executive branch that includes one year of full-time work as a Plant Operations Manager 2;
OR
employees with current continuous experience in the state executive branch that includes twenty-four months of full-time work as a Plant Operations Manager 1 or Mechanical Maintenance Supervisor;
OR
employees with current continuous experience in the state executive branch that includes forty-eight months of full-time work as a Maintenance Repairs Supervisor.

Additional Qualification Requirements
Within a period of time as determined by the appointing authority, certain employees in this class may be required to obtain a Fire Sprinkler Installer and Maintenance License in accordance with Chapter 100D, Iowa Code.
