Jacobs is looking for an experienced and highly motivated Operations Manager who will provide project level leadership and execution of strategic and tactical initiatives. This critical 2IC role will report to the Project Director and support them with oversite and execution of daily contractual requirements, review of project performance across financial/safety/compliance/contractual areas, oversee the work order program, focus on quality and consistent completion of scope in compliance with applicable standards/requirements, assist project director with out-of-scope project scheduling and management. Effectively disseminate performance expectations across all departments while enhancing and sustaining a culture of positivity, inclusion & diversity. Working closely with the Project Director, this role is pivotal in creating an environment where staff feel engaged, have a sense of belonging and can truly bring their best to the project every day.
Essential Duties & Responsibilities:
Communicate effectively with departmental managers as needed in areas such as project delivery, work orders, financials, and any other needs as directed by Project Director
Assist with the review and tracking of project financials; will work with financial department and Project Director to monitor, review, and make recommendations for change as needed by findings.
Assist Project Director with the development, tracking, and delivery of employee training needs
Oversee, identify and implement enhancements to the existing Predicative maintenance and Preventative maintenance program
Working with other staff you will apply knowledge of the principles, methods and tools employed in the operation of pumps, valves, motors and related equipment for wastewater and water systems
Assist Project Director with process control QA/QC, permit compliance, and tracking of all FDEP and other regulatory agency sampling requirements
Assist Project Director and Site Safety Manager with the development, tracking, and training of a site-specific safety program by departmental needs
Work with Project Director to develop and implement a best work practices program
Work with Project Director and corporate financial staff in the development of yearly budget
Work with Project Director to perform plant inspections to determine efficiency of operations, cleanliness, and maintenance activities including remedial action in emergencies
Oversee maintenance events at water treatment plants, wastewater treatment plants, lift stations, and in the collections and distribution systems
Perform spot checks of operations and maintenance tasks at various locations within the City to confirm work is being performed correctly, at a consistent high quality and in alignment with JACOBS standards
Oversee inventory control for all departments
Assist with employee requisitions, disciplinary issues, and any other employee related needs
Assist when needed in the development of out-of-scope packages, project management, and final billing efforts
Able to represent JACOBS in client meetings and potential City Commission meetings as needed

Bachelor's degree in Engineering, Environmental Science or Business Administration
Customer service operations and utility billing
Tyler Munis municipal software application or closely related utility billing software
At least 5-years of demonstrated experience in leading & developing diverse teams of craft personnel
Ability to assess project environment and implement changes to enhance team culture with a view to improving performance and increasing staff retention, engagement and sense of belonging
Demonstrated ability to engage and motivate teams and to respond to emergency situations
Strong communicator and relationship builder with key stakeholders (client, vendors, regulators)
People leader with robust interpersonal and personnel management skills/competence
Self-starter with proven ability to solve problems and develop smart solutions to project issues
Experience with operations and maintenance of equipment (mechanical/electrical) and systems in a industrial or utility environment
Knowledge of CMMS and a strong focus on optimizing/enhancing maintenance execution
Knowledge of principles of budget preparation and expenditure control
Ability to work independently as well as in a group setting.
Good computer skills and proficiency in operating general office and computerized equipment. Must be able to utilize such programs to a level of understanding, Microsoft Office Suite, including Word and Excel. Proficient in use of computer software including but not limited to Microsoft Word, Outlook
Attention to detail, ability to follow directions but able to make independent assessments of existing work processes in order to find opportunities to be more efficient in the execution of our work
Valid State Driver's License with no major infractions
Ideally, You'll Also Have:
Familiar with municipal utility equipment and treatment/collection/distribution systems
FWPCOA Water Distribution Level 3 and Collections C Licenses or Higher
Experience interacting with environmental regulators (e.g. FDEP) and reporting on permit compliance for water/wastewater treatment and collection systems
Knowledge of safe work practices; principles and methods of biological and chemical sewage analyses, effects and problems of industrial waste in wastewater treatment processes
Knowledge of computer software including data management systems, OP10 and possess the ability to operate plant PLC's and SCADA systems
Experience with planning, scheduling and inventory control
Experience developing and working within an approved budget; specifically tracking costs, adjusting activities to stay on budget, and optimizing labor and materials
Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook
Valid State Driver's License with no major infractions
