What You Will Do
As a Weapons Infrastructure and Planning Office (WIPO) Program Manager 1 or 2, you will provide leadership and overall portfolio management for a specific scope in the following areas; Operations of Facilities and Maintenance of Facilities. You will work closely with the WIPO team of Program Managers under limited direction of the Program Director to determine and execute work to meet federal customer (e.g., NA-90 & NA-10) needs, timeframes, and funding requirements. In doing so, you will develop working relationships with internal LANL stakeholders and external stakeholders, including federal customers.
You will work closely with internal WIPO customers (Team Leaders, Group Leaders, Division Leaders, etc.) with LANL programmatic organizations (Associate Directorate for Weapons, Associate Directorate for Capital Projects, Associate Directorate for Plutonium Infrastructure, Facility Operations Directors [FODs]), and with both Los Alamos Field Office and HQ NNSA representatives to ensure Weapons Infrastructure requirements are identified.
You will interface with multiple internal customers and interface with external customers to strategize, develop, negotiate, communicate, and define program scope, in accordance with Laboratory and Weapons Programs missions and priorities, and to balance the best interests of the customers, the program, and LANL. This position will monitor performance, develop plans for infrastructure improvements, and coordinate with management for the implementation of corrective actions(s). Participate in internal and federal program cost review deliverables with the understanding that critical deadlines must be met. As part of the Weapons Infrastructure Team, you will participate in improvement initiatives including new business processes, tool development, risk identification and perform special projects as requested by WIPO management.
This position will be filled at either the Program Manager Level 1 or 2, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Program Manager 1 ( $85,900 - $139,90)
Program Manager 2 ( $104,100 -$172,200)
In addition to what was outlined at the lower level, at this level . At the higher level, the selected candidate is expected to function more autonomously and make mature decisions, sometimes without direction.
What You Need
Minimum Job Requirements:
Program/Project Management
Demonstrated experience in at least one of the following technical or operational disciplines: capital line item construction projects, general plant projects, nuclear facilities, or nuclear facility line management.
Experience with these projects should include one or more of the following elements: safety, safeguards, security, waste management, criticality safety, radiation protection, conduct of operations, and quality assurance.
Working knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; scope and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
Strong attention to detail is required related to project planning and reporting.
Technical Experience
Knowledge and experience in engineering, finance, construction and/or other project related activities, including interfaces and inter-dependencies.
An understanding of financial analysis and planning concepts.
Knowledge of developing project execution plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.
Communication
Demonstrated ability to effectively present technical and programmatic work, concepts, and plans to a variety of audiences.
Ability to interact effectively with all levels of internal and/or external personnel, building trust, gaining consensus, and resolving conflicts.
Excellent oral and written communication and presentation skills.
Collaboration
Demonstrated experience in developing and nurturing effective internal and/or external customer relationships.
Clearance
Ability to obtain a Q clearance is required.

Education/Experience at Program Manager 1: Position requires a bachelor's degree in a related field from an accredited institution and 2 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at Program Manager 2: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Active Q clearance is desired.
Familiarity with LANL High Explosive, Accelerator, Nuclear or large scale experimental facilities and a working knowledge of program management and line organizational needs and responsibilities.
Experience interacting in an effective manner with NNSA and/or other federal customers.
Work Environment:
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. It is required to work onsite in Los Alamos two or more days a week, primarily in an office setting. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter.
