Summary This position functions as an Education Technician for the STVHCS Education Service and works directly under and in support of the Designated Learning Officer for Education. This position serves a the Management Support Coordinator of all training activities undertaken by our under the auspices of the Education Service. This position also assists in the development and implementation of programs under the authority of Employee Education Section. Responsibilities Major Duties: Management Support Coordinator of all training activities undertaken by or under the auspices of the Education Service Designated Learning Officer section. Assists in the development and implementation of programs under the authority of the Employee Education section which include assisting the selection of training programs, announcement/ marketing of those programs, notification of persons selected for training, facilitation of actual training activities and ensuring that participants receive appropriate academic or continuing education credit for their efforts. Serves as Education and Learning Resources Service Timekeeper. Responsible for modernizing and maintaining the STVHCS process in support of staff education and training, in accordance with VA Handbook 5015-1 and VHA Directive 1049. Manage the on-line Light Electronic Action Framework (LEAF) site that facilitates staff to requests and approvals for professional development, broadly defined. Will review all submissions for accuracy and completeness, and returns inaccurate or incomplete requests to the author for additional information and corrections. Must have excellent communication skills, verbally and in writing to explain requested changes from facility staff from all grade levels and across all disciplines a this facility. Create and maintain quarterly reports on approved and funded educational requests through spreadsheets and actual cost associated for each individual and each event and will prepare a biannual presentation to the facility's Executive Leadership Team. Responsible for maintenance of an orderly working environment of the Education Service, overseeing orders of supplies, work orders, inventory, and organization of all training-related materials and equipment. Schedules use of education classroom throughout all STVHCS facilities. Incumbent produces training program publicity, the drafting of flyers, brochures, and other training program marketing announcements. Schedules use of education classrooms MS Teams Meetings and similar resources. Contracts for external space, purchases training support materials, books, and audiovisual materials. Maintains liaison with several offices with which the education service has frequent interaction: e.g., Human Resources Management Services, Office of Information Technology, Nursing Service, Nutrition and Food Service, and Public Affairs. Serves as the assistant system manager for the STVHCS on-call system. Responsible for the many specialties utilizing the on-call system to provide around-the-clock urgent or emergent Veteran care. Coordinate daily with various services throughout the facility and/or their delegates to and/delete participants in their Service-specific on-call system (e.g., adding new hires and removing former staff/trainees from the directory). Create and provide training supporting the on-call system and work with staff to troubleshoot and any problems or concerns. Provides follow-up to staff trained on the on-call platform regarding updates to the system and logs any deficiencies reported by facility users. If necessary incumbent will make contact with non-VA platform creators as the identified COR to make note of any deficiencies. This includes functioning as Contracting Officers Representative (COR) concerning all library database and online journal contracts. Coordinates with other facilities as required to obtain documents related to training/education/TMS/on-call platform or system. Responsible for the training and support of all services data entry personnel in Talent Management System (TMS) handles user Technical Support request for TMS. Manages program registration and attendance tracking for Education Service. Serves as online SharePoint Co-designer and marketer for Education Service homepage and its numerous sub-pages on the STV HCS intranet. Must have working knowledge of Microsoft FrontPage. Responsible for administration of the technical skills reimbursement program. Continuation of Major Duties: Manages purchase order processing to include order entry and tracking of status for training space rental, obligations attendant on training event, contracts for hired speakers, and necessary and frequent follow-up with Procurement and Contracting personnel regarding fulfillment of orders.
