The Office of Counterintelligence is looking for a Counterintelligence Officer (CIO) to join their team.
The Argonne CI Program's mission is to detect and mitigate national security threats to the laboratory from foreign powers, intelligence services, and terrorist groups by aggressively investigating, disrupting, and mitigating all national security threats to the laboratories in a manner sensitive to their scientific mission and the nature of international research. The CI Program also comprehensively educates laboratory management and employees about counterintelligence risks, thereby enabling them to identify and avoid risk, and builds robust collaborative partnerships with U.S. Intelligence Community partners, other Federal agencies, and laboratory components to best identify and understand the national security threats facing the labs.
The CIO will be responsible for:
Conducting DOE-IN authorized investigations and operations to identify and mitigate national security threats to DOE facilities.
Independently developing investigative conclusions, evidentiary findings, and judgments to resolve counterintelligence threats.
Conducting proactive defensive engagements with laboratory leadership and personnel, including host and travel briefings and debriefings, targeted threat briefings, and reviews of external agreements and collaborations.
Conduct impactful interviews both to advance investigative objectives and to identify and report foreign intelligence.
Developing and maintaining liaison relationships with key stakeholders within each laboratory, DOE Site Offices, USIC partners, and DOE-IN program managers.
Devise and execute counterintelligence education and awareness programs.
Coordinating all investigative activities with Analysis and Cyber Program leads to ensure threat reporting and foreign intelligence is appropriately communicated and disseminated.
Independently developing innovative methods and procedures to acquire data and fill information gaps and collect, categorize/catalogue, and manipulate essential information to mitigate national security threats.
Conducting CI briefings for local DOE and Laboratory management and personnel as well as DOE-IN and USIC which accurately conveys critical CI intelligence.
Supporting other CI Program initiatives under the direction of SCIO, Operations Program Manager, or Intelligence Program Manager as required; and
Attending Counterintelligence training as needed.
Position Requirements
Required skills, knowledge and qualifications:
Current TS/SCI clearance required
To perform the essential functions of this position successful applicants must provide proof of U.S. citizenship, which is required to comply with federal regulations and contract.
PA4: Bachelors and 6+ years of experience, Masters and 4+ years, or equivalent
Extensive national security experience, with a preference for a counterintelligence or counterterrorism investigative background.
Extensive experience and training in conducting interviews.
Extensive experience in developing and resolving complex counterintelligence operations.
In-depth knowledge of counterintelligence law, philosophy, methodologies, policy, and programs.
Experience with US Intelligence Community (USIC), Federal law enforcement, and/or DOE-specific counterintelligence operations, processes, missions, and functions.
Familiarity with USIC procedures and policies to understand the relevance and value of data, identify foreign intelligence, and maximize its use.
Exceptional ability to write comprehensive and concise reports meeting legal and USIC standards, as well as the ability to analyze and evaluate investigative information and prepare written reports, conclusions, and recommendations to further assist in directing CI resources.
Exceptional verbal and interpersonal skills with the ability to deliver briefings and presentations effectively.
Strong attention to detail, excellent time management and organizational skills.
Ability to work independently, as well as set and adhere to deadlines to ensure timely completion of tasks and projects.
Ability to handle multiple projects simultaneously with flexibility to adapt as priorities change.
Ability to work with all levels of internal and external contacts including US citizens and foreign nationals to achieve desired informational goals.
Familiarity with Insider Threat and Cybersecurity concepts and mitigation strategies.

The expected hiring range for this position is $95,250.00 - $148,590.00.

The pay offered to a selected candidate will be determined based on factors such as, but not limited to, the scope and responsibilities of the position, the qualifications of the selected candidate, business considerations, internal equity, and external market pay for comparable jobs.
