Performs highly complex professional administrative and policy analysis work for programs in the Environmental Affairs Division.Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting workefficiency studies, and preparing operations and procedures resources to assist management in operating more efficiently andeffectively. May serve a lead worker for professional, technical and/or administrative employees. Responsible for providingconsultative assistance and support for the various environmental programs to assess and improve business processes. Work requiresextensive contact with high-level executives, managers and governmental agencies. Employees at this level are virtuallyself-supervising and assume direct accountability for the work product.Essential Duties: Accesses information from business organization cross-sections to make good business decisions and provide excellent customer service.Develops evaluation strategies and tools to monitor program performance.Assesses current organizational, procedural or operational systems for effectiveness, efficiency and conformance to established guidelines.Develops new or modifies existing administrative programs, policies or regulations.Prepares data visualizations and/or reports that effectively convey performance, and signal areas for further interrogation.Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.Investigates and researches new or improved business and management practices for application to agency programs or operations.Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data.Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.Develops and implements databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.Oversees the creation of new standard reports; collaborating with end users to gather report requirements and ensure proper testing and validationAdvises and consults with management on the development of standards and polices for the departmental environmental program.May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members career conversations; and approving leave requests to ensure operations coverage.Performs other job responsibilities as assigned.
