GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a temporary Senior Technical Operations Technician for the Emergency Communications Program in Cheyenne, Wyoming. This position plays a critical role in leading and training WYDOT Technical Operation Specialists in the installation, maintenance, and operation of all electrical and electronic systems across the district. Responsibilities include providing high availability, mission critical voice, and data telecommunications services to the majority of the public safety agencies operating within a geographic, area allowing those agencies to communicate internally, on an inter-agency basis and with the public both on a routine basis and during times of emergency. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Leads and directs work for all electrical technicians. Gives expert advice and reviews work on a daily basis to ensure job quality and responsibilities are met.
Trains electrical technicians in all aspects of work.
Manages inventory and orders materials and equipment, as needed.
Completes all daily, weekly, and monthly work reports, including safety reports and inspections.
Performs safety meetings and instruction.
Assists with annual budgeting.
Troubleshot, maintains, repairs, and installs complex electrical and electronic devices to ensure the safety of the traveling public. These devices include, but are not limited to, traffic signals, roadway lighting, flashing beacon warning systems, pedestrian crossing systems, and road closure gates.
Utilizes specialized software, hardware, complex testing devices, and communication devices to operate and maintain the devices listed above.
Performs locates on all State of Wyoming underground utilities using specialized locater equipment, GPS, and mapping data. Provide assistance to all entities when there are any questions about services.
Perform inspections on all electrical devices installed on construction projects, using plans and drawings.
Attend training for various electrical equipment and technology.
Qualifications
PREFERENCES
Preference will be given to applicants who have FCC General Radio Operator's License and Tower Climbing Safety and Rescue Certification.
Preference will be given to those with a Batchelor Degree or 3-4 years of experience in Technical Operations.
Driver's license is required.
KNOWLEDGE:
Proficient in computers and multiple software suites.
Expert-level electrical knowledge and experience with hand tool operation.
Knowledge and experience with bucket trucks.
Ability to work safely in a hazardous work environment.
Proper training in basic first aid and CPR.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-2 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician II
Certificates, Licenses, Registrations:
Must have the ability to obtain and maintain a Class A Commercial Driver's License
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician II
Certificates, Licenses, Registrations:
Must have the ability to obtain and maintain a Class A Commercial Driver's License
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
May work in adverse weather conditions, including rain, snow, cold, heat, and hail.
May work at heights of 45 feet and below from a bucket or lift truck in heavy traffic.
May work on a ladder.
Frequent use of manual and powered hand tools.
Daily use of motor vehicles and heavy equipment.
Frequent exposure to hazardous materials.
Exposure to high-speed traffic and heavy construction equipment.
May work alone.
Requires a significant amount of travel throughout the District in adverse conditions.
Physical Ability: Bending, stooping, lifting fifty (50) pounds; safely lifting and moving necessary materials from one point to another; ability to stand or stand for long periods of time; ability to walk long periods of time on even and uneven ground.

FLSA: Non-Exempt
Individuals in this classification must be available for emergency work calls at any time, including nights, weekends, and holidays. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply. Failure to be available for emergency work without an acceptable excuse will be grounds for immediate disciplinary action and possible dismissal.
Individuals must report to the department Shop within 30 minutes of receiving a call.
WYDOT will conduct motor vehicle record checks to verify a valid driver's license.
Occasional overnight travel is required.
Must have the ability to obtain a certification to operate specified equipment as directed by WYDOT.
Must have the ability to obtain a certificate of course completion in Defensive Driving.
Must have the ability to obtain a First Aid/CPR certification.
Must have the ability to obtain a Flagger certification.
Individuals must have the ability to work alone and unsupervised.
