Be part of the nation's only repository for the disposal of nuclear waste known as Transuranic (TRU) waste.
Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Business Analyst and join our team located in Carlsbad, New Mexico.
Responsibilities
As a member of the Enterprise Architecture Team within the Information Technology (IT) Organization, the Business Analyst bridges business needs with technical solutions, supporting areas like enterprise architecture, applications development, software quality assurance (SQA), and project management. The ideal candidate will excel in requirements elicitation, process optimization, and ensuring alignment with stringent regulatory frameworks, including Department of Energy (DOE) Orders, federal regulations, and emerging industry trends like AI-driven analytics and zero-trust cybersecurity models.
Requirements Gathering & Analysis: Gather, document, and prioritize business needs and functional requirements from stakeholders across WIPP teams, ensuring traceability and alignment with IT strategies. Utilize techniques such as user stories, use cases, and process flow diagrams to support applications development in delivering robust, compliant, and user-centric applications.
Process Analysis & Improvement: Conduct in-depth analysis of current "as-is" business processes and workflows to identify inefficiencies, perform gap analyses, and propose optimized "to-be" processes and technology solutions. Use methods like agile and lean to improve workflows and fix issues.
Business & Privacy Impact Analysis: Support Business Impact Analyses (BIA) to assess how disruptions affect operations, and Privacy Impact Assessments (PIA) to protect data and meet privacy rules.
Solution Design & Implementation: Work closely with applications development, enterprise architecture, cybersecurity, and project teams to design, configure, and implement new systems and software solutions.
Testing & Quality Assurance: Develop and coordinate test plans and user acceptance testing (UAT) activities to ensure implemented solutions meet specified requirements and quality standards.
Stakeholder Communication: Facilitate effective communication between technical teams and non-technical stakeholders, presenting findings, leading workshops, and negotiating requirements to ensure alignment and consensus.
Project Support & Documentation: Assist in project planning, monitor progress, manage documentation throughout the software development life cycle (SDLC), and provide support during rollouts.
Data Analysis & Reporting: Utilize data analysis techniques and Business Intelligence (BI) tools to provide insights, create reports/dashboards, and support data-driven decision-making.

Minimum Requirements

Bachelor's degree, or
Associate's degree with four (4) years of work experience, or
High School Diploma or Equivalency with eight (8) years of work experience is required.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Preferred Requirements
1-5 years as a Business Analyst or in IT/support roles; experience in regulated fields like energy or defense.
Certifications such as Certified Business Analysis Professional (CBAP), agile (Scrum), and quality (ASQ).
Basic skills in tools such as Visio, SharePoint, Excel, and Azure DevOps for managing requirements and data.
Demonstrated understanding of software development basics (e.g., Agile).
Demonstrated ability to prompt action by others and achieve cooperative response.
Prior work demonstrating organizational skills, attention to detail, problem-solving skills, compliance with requirements, and timely delivery.

Exempt grade level(s) 28-30. Salary range: $69,444 to $120,913 --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate's relevant experience and education.
