The primary purpose of this position is to provide network backbone support to include data (classified and unclassified) transport via routers, switched, and other network devices for Tinker AFB to enable war fighter success. Responsibilities Performs and establishes plans of action for improving the efficiency of information technology applications. Assesses policy needs and develops policy and procedures governing IT activities. Functions as a senior technical advisor on contract and budget activities. Represents the organization at conferences and meetings and presents briefings. Requirements Conditions of Employment Qualifications This is an internal Department of Defense vacancy announcement. The area of consideration is limited to civilians currently assigned within the Department of Defense. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, developing, approving procedures and interpreting policies related to IT activities; Conducting extensive research and analytical studies and developing specifications, justifications, and economic analysis in support of selection and acquisition actions; Preparing cost analysis reports which provide management sufficient detail in support of business needs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles, concepts, and methods. 2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. 3. Knowledge of budgetary processes, cost benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. 4. Knowledge of system architecture, integration techniques, and testing methods. 5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information to render informed judgements. 6. Ability to maintain and up-to-date awareness of technological advances and predict how management can meet future requirements.
