JOB REQUIREMENTS: Essential Duties & Responsibilities Plan, organize,
and coordinate Airfield Management activities in accordance with Air
Force regulations, manuals, instructions, plans and procedures, such as
AFMAN 13-204V1/2, VFANGBI 13-204, and VF BASH PLAN 91-212. Provide a
safe, efficient, and effective environment for aircraft operations and
advise Deputy Airfield Manager on discrepancies noted. Furnish pilots
with full range of necessary information pertinent to planning and
completing their intended flight safely and assists them in making
preflight decisions and calculations when required. Reviews and
evaluates proposed flight plans for technical accuracy and compliance
with USAF, FAA, DOD and ICAO directives. Ensures flight plan information
is in proper format prior to processing plans into the FAA flight
planning Aeronautical Information System (AIS). Coordinates with control
tower on all flight plan changes. Sends and receives notifications of
inbound and outbound air traffic including emergencies with FAA and
local authorities. Operates FAA flight planning communications equipment
for input of flight plans, receiving arrival/departure messages, making
queries concerning overdue aircraft and notifying the appropriate
authorities. Be certified competent to drive on Volk Field
airfield-controlled movement area and acquire AF Form 483. Through the
use of air-to-ground communications, communicates with pilots in flight
with information regarding flight plans; advisories on local airfield
conditions; messages and other data effecting safety of flight. Monitors
primary crash phone system and activates and transmits emergency
information on secondary crash circuits as required. Briefs aircrews on
Bird Aircraft Strike Hazard (BASH) procedures, airfield conditions and
restrictions, status and limitations of navigational aids, restricted
areas, radio frequency changes, airfield obstructions, and other
information necessary to accomplish the flight safely. Conduct airfield
inspections and checks (to include Foreign Object Damage (FOD) checks,
Bird/Wildlife Aircraft Strike hazard (BASH) checks, Runway Surface
Condition and Runway Condition Readings determination) and other checks
outlined in AFMAN 13-204V2. Document inspections and checks on AF Form
3616 and local inspection checklist. Update Airfield Status Board with
current condition following airfield inspections and checks. Maintain
account with Integrated Engineering Management System (IEMS) to
coordinate work orders regarding discrepancies found during airfield
inspections and airfield checks. Create Parking Plans for exercises,
visiting units, and real world events such as hurricane evacuation
aircraft. Coordinates with explosive safety and other appropriate
agencies on areas designated for parking, loading, and servicing of
aircraft with hazardous cargo. Interprets higher headquarters policies
and implements actions of the airfield management function within the
Airfield Operations Section. Determines appropriate action in
implementing emergency, Quick Reaction Checklist (QRCs), and operations
plans. Activates secondary crash phone network for aircraft accidents,
and in-flight and ground emergencies. Initiates communications search
for overdue and unreported military aircraft, and upon confirmation,
implements search and rescue procedures. Coordinates response activities
with air traffic control and crash and rescue agencies and supports
local authorities. Maintain account with Digital Notice to Airmen
(NOTAM) System. Issue, Track and Cancel NOTAMs as required. Brief
aircrews on current NOTAMs as required prior to all flights. Maintain
daily events log in accordance with AFMAN 13-204V2. Maintain Flight
Information Publications account for accuracy, submit changes as needed.
Utilize the Management Internal Control Tool (MICT) to ensure it is
inspection ready. Establishes, revises, or reviews policies, procedures,mission objectives, and organization design for airfield management and
flight services activities, ensuring that flying mission and/or flight
safety is not compromised. Disseminates severe weather warnings,
watches, and advisories as required to base agencies. During the absence
of supervisory personnel, has full responsibility for the Volk Field
Airfield Management section when assigned those responsibilities by the
supervisor. Performs under a variety of situations involving routine,
accelerated and emergency flying operations that requires making
independent decisions in reacting to the situation at hand. Review and
continuously improve Airfield Inspection and Checks Operating
Instruction logs. Review and continuously improve Quick Reaction
Checklists (QRC) outline in AFMAN 13-204V2. Review and continuously
improve the Airfield Driving Instruction directive. Review and
continuously improve Airfield Management Training Instruction directive.
Review and continuously improve procedures to maintain the Flight
Planning Room. Required Education, Experience, and Skills (relevant
experience may be substituted for any of the following with Manager\'s
approval) (Airfield Management/Operations Specialist) with 1 3 years\'
experience. Skills, Knowledge and Abilities Capable of collaborating
with Senior Leaders. Skills in monitoring program progress against
execution of plans, metrics and desired outcomes, assessing and
identifying capability gaps and opportunities for improvement to enable
a culture of high performance, and managing multiple complex programs in
a fast-paced environment with many partners and stakeholders. Ability to
work as part of a team with strong interpersonal skills. Strong command
of Microsoft Office and ability to produce deliverables that carry a
\"stamp of excellence.\" Able to understand, adhere to and enforce
corporate values, policies, procedures, and standards. Good
interpersonal and communication skills. Good business writing and oral
communication skills. Fluent in English (reading, writing, speaking, and
comprehension). Better-than-average skill in current versions of MS
Office (Word, Excel, Outlook). Capable of passing background
investigation and periodic drug testing. Additional Qualifying Factors
Must be legally authorized to work in the United States (proof of
eligibility will be required upon offer of employment). Possess a valid
driver\'s license (any state), ability to operate a motor vehicle, able
to provide clean driving record and current vehicle insurance coverage.
Eligible for access onto military installations following background and
security checks. Flexibility with work schedule is mandatory because it
impacts the ability to support and serve military. Working Environment
Administrative office setting. An uncommon tour of duty may be required
during large exercises during evening and weekends. The noise level in
the work environment is usually low, but moderate to high on flightline
during active flightline operations. Physical Demands (including but not
limited to the following) Long periods of sitting at desk, minor
physical stamina required. Normal periods of standing and walking.
Ability to reach with hands and arms. Lift 25 lbs. Specific vision
abilities required by this job include close vision, distance vision,
color vision, depth perception, and ability to adjust focus.
