The Outreach Supervisor is responsible for providing leadership, supervision, and program oversight for the Office of Cannabis Management's outreach and external relations activities. This position leads a public-facing outreach team and coordinates engagement efforts that support the implementation and ongoing administration of Minnesota's adult-use cannabis laws and programs.

The Outreach Supervisor develops and oversees outreach strategies, coordinates stakeholder engagement across diverse communities, and ensures consistent, accurate, and accessible communication with internal and external partners. The position works closely with OCM leadership, other state agencies, community organizations, and the public, and ensures outreach activities comply with applicable state and federal laws, including accessibility and data practices requirements.

This position is located in St. Paul and is required to report to the office three (3) days per week and may telework two (2) days per week.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Two (2) years of experience planning or coordinating outreach, engagement, or other public-facing programs.

Experience as a supervisor, team lead, lead worker, OR project lead*

Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

Completion of a similar or equivalent leadership development program through another organization

A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG).

This experience must also include:

1+ years of identifying issues, goals, and strategic actions

100+ hours per year time commitment

Experience working within or directly with a government entity or publicly regulated program.

Experience collecting, maintaining, or using data to support program operations, reporting, or decision-making.

Proficiency using standard office technology to support communications, documentation, and reporting.

Ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.

Preferred Qualifications

Two (2) years of supervisory experience

Experience working within Minnesota state government

Experience with State of Minnesota administrative systems (e.g., SWIFT, SEMA4)

Experience or knowledge related to cannabis policy or regulation
