Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING DIVISION, COMPTROLLER DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will assist in the performance of functions such as the formulation of budget and estimates to support plans, programs, and activities. You will perform specialized work involving managerial or administrative work in connection with accounting systems. You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers. You will track and control funds for special programs and conduct work pertaining to payroll, cash control, or benefit systems. Requirements Conditions of Employment Qualifications GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in using budgetary, accounting, financial administration, financial practices, procedures, regulations and policies of an organization. Experience checking the accuracy and consistency of extracted data from documents or records. Experience working independently on routine and continuing assignments. Experience locating and selecting the appropriate guidelines and instructions to solve any problem or issues. GS-05 Your resume must demonstrate at least 3 years of General Experience, 1 year of which is equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: Experience preparing preliminary budget estimates, financial reviews, etc. Experience communicating factual information orally and in writing. Experience explaining reasons for changes in funding needs and conveying information about certain rules and regulations. Experience performing tasks which require analytical reasoning/studies and finished reports. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-05 4-year course of study leading to a bachelor's degree GS-07 1 full year of graduate level education or superior academic achievement A transcript must be submitted with your application if qualifying using education.
