The primary purpose of this position is: as an Air Reserve Technician (ART), to perform aircrew duties as an Instructor Special Mission Aviation (SPMA) for the special mission variant aircraft. To administer, schedule and conduct flight and ground training; todevelop, upgrade, and evaluate the skills for Special Mission Aviation personnel. Responsibilities DUTY 1: Develops and provides technical Special Mission Aviation upgrade and proficiency training and instruction to Active Duty, Reserve aircrew members and ART personnel. DUTY 2: Directly assists the aircraft pilot in the operation of the aircraft by performing as the sole aircrew technician. Accomplishes a wide variety of primary aircrew preflight, in-flight and post-flight duties, including Bold Face Emergency procedures. DUTY 3: Accomplishes a wide variety of pre-flight, in-flight and post-flight special mission aviator duties required by the nature of the aircraft assigned and/or the aircraft's specialized mission. DUTY 4: Standardization/Evaluation/Mission Planning/Staff Work. Administers no-notice and annual evaluations to evaluate aircrew members' performance during all phases of mission execution. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Additionally, exposed to extreme hazards induced from operating aircraft in an actual or simulated tactical environment, which may include, but not limited to, combat aircrew training sorties, aggressive maneuvers, low level flights, formation flights, airdrops, maximum effort takeoffs, maximum effort landings, overwater operations flown at low altitude for extended periods and unpressurized operations at high altitude or other related scenarios. The position requires good judgment, patience, tact, and a desire to instruct. May perform maintenance or act as team chief in leading and directing others in the accomplishment of maintenance when operating in remote environments. SPECIALIZED EXPERIENCE: Applicants will be rated in accordance with the FPM 930-71 Recruitment of Air Reserve Technicians through Competitive Examination (ART Agreement). No specific length of experience is required. The qualifications of loadmasters in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of Aircraft Loadmaster duties. Applicants must have been awarded or qualify for a CEAAFSC and hold a valid aviation service aeronautical order within 8 YEARS of the date of application. Must be currently within the past 8 YEARS qualified as Instructor in MDS and have a minimum of 500 hours Total Military Flight Time, C-17. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of systems and equipment associated with the cargo function, including operation of doors, loading ramps, cargo winches and assigned passenger/cargo compartment systems, such as oxygen, lighting, interphone, auxiliary power unit, crew or passenger required items, and emergency procedures, evacuation routes and use of survival equipment. 2. Knowledge of the theory of weight and balance; shoring and restraint calculations, the use of charts and graphs and the skill to apply weight and balance factors in preparing load plans which will provide the optimum center of gravity for the aircraft; mathematics (algebra, geometry and calculus); cargo systems/ equipment, load planning, current flying directives, and applicable publications; border clearance requirements and forms; hazardous cargo handling and placement procedures; life support and passenger requirements; and egress /survival procedures. 3. Skill to direct crews in loading according to weight and balance factors, cargo destination, emergency jettison plans, and use of rigging extraction systems for aerial delivery mission. 4. Knowledge of the methods of instruction, aircrew training program requirements, procedures, and standards of performance; and skill to apply this knowledge in planning, developing and executing unit training/evaluation programs. 5. Knowledge of a wide variety of systems to include aircraft mounted weapons systems and components critical to the performance of the aircraft and the skill to perform pre-flight checks and inspections. 6. Ability to communicate orally and in writing to prepare lessons, documents and reports, present training/instruction, and brief passengers and crews. Ability to think clearly and analytically in a high stress environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
