Summary You will serve as a Program Manager in the Program Executive Office Aircraft Carriers (PEO CVN), PMS 312 In-Service of PROGRAM EXECUTIVE OFFICE CARRIERS. Responsibilities You will be responsible for balancing the many factors required to establish contractual priorities, milestones and execution in support of fleet requirements, including pre-award and post-award actions. You will provide direct support as the Contracts Execution Manager with the preparation and coordination of pre and post award acquisition and technical documentation; IAW the FAR, DFARS, DOD, SECNAV, and NAVSEA policies and procedures. You will develop documentation in support of Sole Source (SS), Competitive, and Small Business Set Aside (SBSA) Solicitations. You will develop Acquisition Strategies and Plans, Determinations and Findings (DF), Justification and Approvals (JA's), and Source Selection Plans (SSPs). You will conduct Market Research and Industry Day Participation. You will develop Procurement Request packages to include Statements of Work, Contract Data Requirements Lists (CDRLs), Government Furnished Information (GFI), Government Furnished Property (GFP), Government Furnished Equipment (GFE). You will monitor and track associated contractual related actions for individual work packages to ensure compliance with general terms and conditions of contracts during the post award. You will assist in the planning and facilitate programmatic data calls, document reviews, metric reports and presentations in support acquisition related information. You will Coordinate with the NAVSEA Small Business Office to maximize small business participation. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing program/project management for operations, requirements, or functions (e.g. contracting, budget planning and execution, systems acquisition, costs, performance, schedules, or strategic planning) for the development, acquisition, maintenance, or modernization of In-Service Aircraft. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at the GS-15, step 05, which is equivalent to $195,200. If your current salary is above this amount, your salary may be matched.
