About the Work Unit
The Colorado Department of Public Safety (CDPS) Human Resources office exists to provide human resources services to the general public, applicants, managers, and employees of COPS. Consultation services include benefit administration, compensation consultation, employee relations, exam development, HR policy development, job analysis, job evaluation and classification, organizational development, new employee orientation and onboarding, performance management, interpretation of COPS HR policy, state personnel rules, state and federal employment laws, progressive discipline, records management, recruitment, responding to grievances, appeals, charges of discrimination, reorganization matters, retention, selection and selection appeals, worker's compensation, settlement advice, strategic planning and overall HR guidance to COPS managers, supervisors, and employees.
Work Environment
Hybrid, minimum of two days onsite in the Lakewood office
Work unit core business hours, Monday-Friday, 8:00 a.m. - 5:00 p.m., with some flexibility available
About the Job
The Learning Systems Administrator is a member of the Employee Engagement Team under HR. This position is the administrator for the CDPS Learning Management System (LMS) and the primary departmental point of contact for LMS operation, maintenance, account creation, and technical questions. This position has additional duties supporting the Employee Engagement Team's learning and engagement initiatives including event coordination and website support.
Key Responsibilities
Learning Management System Administrator
This position is the primary Learning Management System (LMS) administrator for the Department. The position interacts with staff from all divisions in identifying system issues, opportunities for improvement, and daily uses. The LMS administrator maintains all aspects of the LMS including user accounts, training courses, reporting, and the performance management online system. This position is responsible for the upkeep, configuration, and reliable operation of the CDPS LMS.
Ensures the LMS is performing as intended by managing systems and collaborating with the vendor support team
Manages offerings in the LMS including what's available and to which audiences; adding new on-demand classes; supporting content developers; retiring courses
Supports typical end-users when they need support (e.g., log-ins and navigation)
Supports content creators load and manage content, run reports, and manage their external users (e.g., DCJ provides classes to the public through the LMS including issuing certificates and running reports for accreditation)
Creates/maintains resources to help users (decide when to use existing resources and when we must rebrand, update, or start from scratch)
Administers the LMS performance management program including initiating plans, progress reviews, and final evaluations; crafting communications; troubleshooting individual and system issues; and generating reports for leadership and the State
Administers CDPS Policy Acknowledgement system
Maintains stakeholder dashboards (e.g., external users, PMP data)
LMS migration: collaborate with leadership, OpX and OIT; archive data; provides user resources
Training and Event Support
The CDPS Employee Engagement Team, including Communications, hosts multiple development and engagement opportunities across the year. Supporting events with purchasing, scheduling, venue selection, information review, and document preparation is critical to the success of the team. Performs other duties as assigned.
Creates official function forms in Concur
Creates learning materials in collaboration with the session development team
Orders materials from IDS and other vendors
Tracks expenses against budget with proper coding
Secures locations for in-person events including official function forms, signatures through contracts office, catering, and technology
Communicates with training/event participants proactively and responsively (e.g., reminder emails, satisfaction surveys, directions, meal selections, parking, overnight accommodations)
Works several months ahead of events to ensure venue, catering, and materials will all be reliably in place
Serves as producer for online events and training including managing technology
HR Systems and Reporting
This position ensures that the LMS data is coordinated with other CDPS and State systems for accurate employee rosters and transfer data (e.g., performance ratings). This position also runs reports as needed from the LMS for internal and external customers.
Communications and Intranet Support
Responsible for supporting the CDPS Communications Manager and Employee Engagement Team provide timely, accurate information flowing and accessible.

Proven Experience, Knowledge, Skills
Seven (7) years of professional experience with at least three (3) years in LMS operation, functional aspects, vendor negotiation, content creation, maintenance, account management, and technical support.
OR Education and Experience, Knowledge, Skills
Bachelor's degree from an accredited institution in any field and three (3) years of professional experience in LMS operation, functional aspects, vendor negotiation, content creation, maintenance, account management, and technical support.
Preferred Qualifications and Competencies
Expert LMS system knowledge, especially in SABA, the CDPS Learning Management System.
Conditions of Employment
Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, and reference checking.
Must be a Colorado resident at the time of application.
