: This position is responsible for the oversight, planning, development, implementation and maintenance of the Towns business and information systems. Performs a variety of responsible executive-level duties of a complex nature which require considerable judgement and initiative. Responsibilities include the development and maintenance of IT infrastructure; researching and recommending new technologies; developing operating and capital budgets and handling the daily operations of the IT system. This position will be the lead for the Town in all matters relating to cyber security to ensure that proper protocols are implemented, maintained, updated as required and consistent with emerging threats.
: Establishes the Towns technical vision and leads all aspects of its technological development.
Leads the organization and staff on IT solutions that support departmental operations.
Oversees management of organizational technology projects and organizational project management applications. Executes cost-benefit analyses of proposed IT changes and initiatives as they relate to organizational and departmental goals.
Responsible for systems administration and maintenance of servers, infrastructure, storage systems, hardware and software applications used by Town departments; performs network monitoring and troubleshooting.
Supports Town users on information technology resources utilizations; provides phone and computer support to department end users; researches and resolves computer or network related problems; provides training support for Town employees on proper use of software applications and hardware.
Manages maintenance and repairs to computers, printers and network equipment as needed.
Develops and updates the Towns IT operational and financial plan, which prioritizes and incorporates IT initiatives into the annual budget process. Prepares and administers departmental operating and capital budgets for the information technology department; performs long-range IT planning.
Selects, trains and supervises IT staff members, including monitoring their performance.
Recommends and develops policies and practices to improve the effectiveness and use of information technology for Town departments.
Maintains the Towns WAN and LANs.
Sets and enforces enterprise wide security policies for all IT assets. Sets and enforces standards for all hardware and software, including desktops, servers, network equipment, software applications, and all databases used by the town.
Maintains inventory of all IT assets.
Develops and implements Cybersecurity policies, programs and training to improve the Towns overall security posture.
Develops and maintains a Disaster Recovery Plan to ensure continuity of operations when unforeseen events affecting the operability of IT systems occur.
Ensures compliance with government regulations and laws (Federal, State, Local) that apply to technological operations.
Works collaboratively with Town department staff in development, funding and management of an effective network for technology operations and service delivery to meet identified needs and priorities.
Actively participates as a member of the Mayors leadership team and continually improve Town services and appropriately allocate organizational resources across Town departments.
Responsible for training of all Town employees in areas relating to utilization of new hardware and software.
Performs other related duties as required.
: REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of operational characteristics, services and activities of comprehensive municipal technology applications.
Thorough knowledge of organizational and management practices as applied to the analysis and evaluation of information technology programs, policies and operational needs.
Thorough knowledge of the methods and tools for management of vendors, needs assessments for hardware and software for users, troubleshooting, integration of applications, research, project management, basic financial analysis, supervision, training and performance evaluation.
Thorough knowledge of electronic data management systems, cybersecurity trends and best practice protocols and pertinent Federal, State, and local laws, codes and regulations.
Considerable ability to develop both short and long term goals and objectives with emphasis on long-term plans and programs.
Considerable ability to establish and maintain effective working relationships with Town employees and officials, subordinates, associates, vendors, contractors, consultants, governmental agencies, and the public.
Considerable ability to plan, organize, direct and coordinate the work of staff.
Considerable ability to research, analyze, and evaluate new service delivery methods, procedures and techniques.
Considerable ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Considerable ability to make presentations and prepares reports and plans for the Town.
Considerable ability to administer policies and procedures, including goals, objectives, planning, financial management, decision-making and report development and writing.
Considerable ability to communicate orally and in writing.
MINIMUM QUALIFICATIONS:
Bachelors degree in computer science, management information systems, business information management, information technology, business or public administration, or other related field. Five (5) years of progressively responsible experience in information technology including three years in a management or supervisory position, or an equivalent combination of education and experience substituting on a year-for-year basis for the general experience.
SPECIAL REQUIREMENTS:
Must possess and maintain a valid State of Connecticut Motor Vehicle Operators License.
