What You Will Do
The Associate Laboratory Directorate for Weapons Production (ALDWP)'s Weapons Mission Services Division (WMS-DO) is seeking a highly motivated leader for the WMS-4, Operational Performance Assurance group. The Manufacturing Support Manager 4 (Group Leader) position provides leadership and management for a group of approximately 25 mission personnel. The Manufacturing Support Manager 4 will report directly to the WMS Division Leader and is responsible for providing operational and mission execution support within WMS. The work environment includes operations within a nuclear facility.
The Group Leader for WMS-4, will be responsible for developing and implementing a strategic plan, and maintaining oversight to Conduct of Operations and Contractor Assurance within ALDWP. This includes ensuring appropriate responses to events, findings, and trends with successful fact findings, causal analysis, corrective action development and management, and oversight and management of the Integrated Assessment Schedule within ALDWP. In addition, the successful candidate will help lead the group in the development and execution of a new Conduct of Operations program. The successful candidate will support growth and development of the Operational Performance Assurance group through the development of a high functioning management team, maintaining technical excellence, support achievement of operational goals, business stewardship, and human resource management.

Minimum Job Requirements:
Knowledge and Experience: Record of technical leadership, contractor assurance and conduct of operations experience including technical decision making, planning, and goal setting. Proven ability and experience in identifying, acquiring, and managing resources in support of cross-organizational deliverables, scope, schedule, and budget. Demonstrated success in executing within these areas as they relate to manufacturing.
Leadership: Demonstrated ability to coach talented people, along with an ability to successful manage conflict among staff. Demonstrated experience as a strong team-oriented leader with a demonstrated ability to build a successful and productive collaborations across organizational boundaries.
Resource Planning & Management: Advanced knowledge of and experience with work package development and execution, identification of resource requirements and development of resource loaded schedules and financial stewardship. Advanced knowledge and demonstrated experience managing and leading business operations to include financial, human resources, procurement, and other related business activities.
Policy & Procedure: In-depth knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
Communication: Proven ability and experience demonstrating effective communications and negotiation skills, both verbally and in writing. Demonstrated ability to interact with senior management, executive, and/or major customers/stakeholders.
Education/Experience: Position requires a Bachelor's Degree in a related field from an accredited institution and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
DOE Order 426.2a Requires a Bachelor of Science in engineering or related science and 4 years of nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfil 3 of 4 years of nuclear experience on a one-for one time basis.
Desired Qualifications:
Scientific/Engineering Background: An advanced degree in science, engineering, or manufacturing-related disciplines.
DOE Experience: Demonstrated experience interacting with DOE/NNSA programmatic sponsors and/or oversight personnel.
Contractor Assurance Experience: Demonstrated knowledge and experience with the Contractor Assurance System (CAS), Mission Assurance Model, and the importance of ensuring transparency and accountability to DOE/NNSA, and the TRIAD board. Demonstrated knowledge and experience with pertinent DOE order (e.g. DOE O 232.2A, Occurrence Reporting and Processing of Operations Information; DOE O 225.1, Accident Investigation; DOE 0 226.1B Implementation of DOE Oversight Policy; DOE P 226.2, Policy for Federal Oversight and Contractor Assurance Systems; DOE O 414.1D, Quality Assurance), and applicable LANL policy (e.g. SD 320, Contractor Assurance System; P322-4 Issues Management; PD 328 LANL Assessment Program).
Conduct of Operations Experience: Demonstrated knowledge and experience with Conduct of Operations at LANL, including knowledge and experience with the operational readiness process, senior supervisory watch, and applicable LANL and DOE policy (e.g. P 315, Conduct of Operations; DOE O 422.1, Conduct of Operations).
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2A: This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
