Job Description
AECOM is seeking a Program Controls - Cost Manager to support complex, high-visibility programs within our East Region . This role sits at the intersection of project controls and program management, supporting initiatives that extend beyond individual projects and carry broader responsibilities tied to government oversight, stakeholder alignment, financial stewardship, and long-term legacy outcomes.
As a Program Controls - Cost Manager, you will provide strategic cost and controls leadership across multi-project programs, ensuring alignment with program objectives while navigating the added complexities of legislation, political considerations, multi-partner KPIs, and cross-organizational collaboration. You will work closely with program leadership, project teams, and stakeholders to drive disciplined execution, transparency, and informed decision-making at the program level.

The Program Controls Manager is entrusted with the following critical responsibilities:
Directs and manages program controls related activities for medium-sized programs or specialized defined controls elements of larger programs in support of the Program Manager or Program Controls Director.
Orchestrates coordination efforts across multiple projects within the program, ensuring strict alignment with overall program objectives.
Identifies and addresses project interdependencies with utmost diligence, implementing proactive risk mitigation strategies and resolving conflicts.
Collaborates strategically with project managers to ensure optimal resource allocation and utilization.
Engages in high-level consultations with senior leadership to define and refine program-level objectives.
Provides authoritative guidance and rigorous oversight to project controls teams, ensuring meticulous management of individual project elements.
Conducts thorough monitoring and evaluation of risk mitigation strategies to ensure their efficacy and implement necessary adjustments.
Facilitates precise and formal communication channels between project teams and stakeholders.
Delivers comprehensive and regular updates to senior leadership on program progress, challenges, and achievements, maintaining the highest standards of accuracy and professionalism.
Qualifications
Minimum requirements:
Bachelors degree plus 8 years of related experience or demonstrated equivalency of experience and/or education.
Preferred Requirements:
14 years of related experience or demonstrated equivalency of experience and/or education.
Experience with cost management on Transportation, Water and Aviation programs.
Experience with cost evolution from estimating through design - construction - closeout including changes.

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $200000 to $214000.
