Serve as a liaison between internal stakeholders and the vendor to ensure system requirements are accurately captured and implemented in the HCM platform. Break down features into user stories with clear acceptance criteria that can be understood by engineering teams. Shepherd user stories through multiple stages of the software lifecycle (e.g., requirements development, planning, development, testing, deployment, implementation) to meet customer needs. Consult with current and potential customer agencies to identify their needs and translate them into user stories and test cases for system documentation. Conduct functional, regression, and user acceptance testing (UAT) to validate system behavior against requirements. Research Tier 2 and 3 help desk issues and respond to customer inquiries. Consult with trainers and customers to contribute to the development of meaningful user support content. Innovate new solutions in the Federal HR space to balance user, agency and government-wide needs and priorities. Manage a backlog of user stories to ensure the most valuable capabilities are prioritized. Qualifications For the GS 13: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position. Specialized experience for this position must have included ALL the following: Managing projects to evaluate, enhance, and implement HR systems, including task coordination and team support to achieve project objectives; AND Collaborating with customers and system users to gather information on system requirements, workflows, functional specifications, and desired HR solution capabilities, while helping to organize and prioritize analytics requests or user stories; AND Supporting requirement definition, conducting system testing, and documenting workflows to ensure data integrations and business rules align with federal HR policies and regulations.
