Responsibilities include coordinating and evaluating safety and health programs at a high-security correctional youth facility; developing and implementing safety procedures; planning and conducting safety training; performing surveys, audits, and inspections to ensure a safe environment and compliance with safety standards; investigating accidents; and serving as a liaison between local, state, and federal agencies. Serves as the on-site Risk Management representative at the assigned secure facility. Provides safety program oversight and support for assigned halfway houses.Works under limited supervision, with considerable latitude for initiative and independent judgment. May work various shifts, weekends, and over 40 hours per work week and be on-call. Travel may be required, contingent upon both scheduled and unscheduled agency needs.ESSENTIAL DUTIESComplete investigations and document findings, prepares reports, and recommends corrective actions for work-related incidents that cause staff injury on assigned facility to reduce or eliminate the likelihood of recurrences. Responds to safety-related information requests.Conducts safety surveys, reviews, and inspections of operations and the physical plant to ensure a safe environment and compliance with safety rules and standards. Communicates hazards and non-compliance issues to the facility superintendent. Notifies IT Division of camera system issues and follows up on resolutions.Schedules and monitors inspections by external entities (e.g., fire alarms, sprinklers).Performs preventive checks on safety equipment (e.g., extinguishers, hydrants, emergency lighting, panic buttons).Reviews tool, chemical, and key control for safety compliance.Monitors hazardous material handling, environmental conditions, and contamination risks.Advises leadership on safety program effectiveness and recommends improvements.Plans and conducts safety training; ensures staff are trained in inspection protocols.Manages fire safety program, including drills and fire watch documentation.Schedules and evaluates Code Blue drills.Coordinates annual review and training for the Emergency Action Plan (EAP).Serves as liaison to EMS, Fire Department, and Texas Department of Emergency Management.Monitors regional weather conditions and communicates hazards.Collects real-time data on facility readiness and impacts during weather events.Performs all duties in compliance with agency safety policies and procedures:and#8226;Reports safety hazards and corrects hazards when possible.and#8226;Completes required documentation in the event of an accident/injury within requested time frames.Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.Will be required to travel up to 10% of the time.Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.
Qualifications: MINIMUM QUALIFICATIONSHigh School diploma or equivalent. Six (6) years of full-time, wage-earning experience working in safety and health programs, regulatory compliance, risk management, or serving as a Safety Coordinator or comparable role.PREFERRED QUALIFICATIONS and#8226;Bachelorand#8217;s Degree with major coursework in risk or safety management, occupational health and safety, disaster management or a related field is preferred.and#8226;Two (2) years of full-time, wage-earning experience working in safety and health programs, regulatory compliance, risk management, or serving as a Safety Coordinator or comparable role.and#8226;FEMA Emergency Management Institute (EMI) certifications (e.g., ICS 100, 200, 700, 800).and#8226;Experience working in juvenile corrections.Experience and Education Substitutions:One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
