Position Summary
The purpose of this position is to oversee and manage the successful completion of Capital Construction projects/programs to the gas transmission and distribution systems for Elizabethtown Gas. This position is accountable for the internal employees and external contractors who are responsible for timely delivery of all projects in a safe, quality, and cost-effective manner, compliant with all federal, state, local, and corporate requirements. The individual in this role will supervise a team of professional employees who oversee pipeline contractors responsible for the physical installation of natural gas facilities. This person drives quality and safety expectations and ensures that those standards are met within a functional or regional area.
Essential Functions:
Provide structure, leadership, vision and direction for direct internal reports within a functional or regional arena of responsibility. Influences external contractors who represent the company by shadowing corporate values.
Champions Quality Assurance (e.g., policies, procedures, standards) and Quality Control on all capital construction projects.
Reviews high cost project estimates on behalf of construction and advises Program Management Team in accordance with authorization approval policies.
Manages the customer on-boarding experience to ensure all customers are extended service in a timely manner.
Analyzes and interprets key construction metrics to create opportunities for improvement.
Recommends mitigation strategies for key construction risks.
Performs construction reviews for project designs. Evaluates and recommends field design changes to optimize project investment and spend.
Oversees the completion of all capital construction work for a specified geographic location.
Drives results through performance management of staff including setting expectations, evaluating results and taking corrective action as needed.
Directs "root-cause" analysis on any self-inflicted gas damage or customer outage related to construction.
Develop and implement new processes and procedures resulting from "lessons learned" meetings and "root cause" studies.
Actively and efficiently manage capital construction work through associated Work Orders within Company approved asset management system.
Performs other duties as assigned.

Potential driving up to four (4) hours at a time.
Sitting and/or Keyboarding.
Walking of construction sites.
Climb in/out of excavations, kneel, bend, and climb ladders to inspect pipeline construction activity.
Exposure to all @types of weather.
Exposure to normal linear construction activities.
Normal office environment.
Qualifications
Education:
Required: High School Diploma/GED
Preferred: Bachelor's Degree in Civil/Mechanical Engineering, Construction Management, or comparable degree
Qualifications:
Required:
5+ years of supervisory/leadership experience in construction and/or distribution operations in a gas utility or equivalent (i.e. managing crews, contractor inspectors, a team, projects, or similar), OR any of the following:
6+ years of inspection/oversight experience in construction and/or distribution operations in a gas utility or equivalent (i.e. inspecting contractor crews, projects, or similar)
8+ years of experience in Gas Distribution Operations (Crew Foreman level or above)
10+ years of experience in Utility Construction (Crew Foreman level or above)
Experience in/knowledge of: gas industry best practices/procedures, field inspection activities, welding/NDE, plastic fusion procedures, material inspection, OSHA regulations
Ability to communicate with all levels of the organization
Ability to establish and maintain effective working relationships
Contract and performance management
Negotiation skills
Valid Driver's License
Microsoft Word, Excel, PowerPoint, Outlook (Intermediate Proficiency)
Work Management/HR/Procurement systems experience (i.e. Maximo, Workday)
Preferred:
Experience in gas or related industry focused on field inspection activities, construction management, project control activities, process improvements, business systems, or related activities
Experience in Distribution & Transmission pipeline construction/project management, budgets, schedules, invoicing/change orders
Knowledge of pipeline design
Experience in land rights/permitting
Knowledge of environmental regulations
Experience with project control activities, process improvements, business systems or related activities
PE license
PMP certification
NACE I
CWPI or CWI

Compensation Range:
$84,000 - 134,400
We are committed to pay transparency and ensuring equitability compensation for all employees. The pay range for this position reflects the base salary only and does not include benefits, bonuses, or other forms of compensation that might be part of the total compensation package. The specific salary offered will be based on a candidate's qualifications, education, and experience.
