POSITION SUMMARY: We are seeking an experienced IT Manager to join our IT Program Management Office (IT PMO), reporting directly to the IT Director of the PMO. This role will serve as the critical link between IT and Finance, overseeing financial operations for the IT portfolio. The successful candidate will partner with Financial Support to lead the annual budgeting process for both project and non-project costs, manage strategic funding initiatives through our Business Transformation Office (BTO), and provide leadership to a team of financial analysts supporting project cost accounting. They will also own Staffing and Resource Allocation processes in IT. This position offers a unique opportunity to drive financial discipline within IT while supporting strategic growth initiatives through effective financial management and leadership.
PRINCIPAL RESPONSIBILITIES:
Financial Planning & Budget Management
Partner with the IT Director of PMO and Financial Support to develop and manage the annual IT budget process for both project and operational expenditures
Create and implement standardized processes for budget planning, tracking, and reporting across the IT organization
Provide financial insights and recommendations to optimize IT spending and resource allocation
Collaborate with department leaders to understand their financial requirements and translate them into comprehensive budget plans
Strategic Funding & BTO Partnership
Serve as a liaison between IT and the Business Transformation Office (BTO) for strategic funding initiatives
Manage the IT intake process for new strategic IT initiatives requiring BTO funding
Support development of business cases and ROI analyses to support funding requests
Track and report on the financial performance of BTO-funded initiatives
Ensure alignment between IT strategic investments and broader organizational objectives
Project Financial Management
Lead a team of financial analysts responsible for project cost accounting
Establish and maintain project financial controls, including budget baselines, tracking mechanisms, and variance reporting
Implement processes for capitalizing appropriate project costs in accordance with accounting standards
Manage the Staffing and Resource allocation processes that drive labor costs in projects
Provide regular financial status reporting for the IT project portfolio
Identify financial risks within projects and develop mitigation strategies
Establish and track key performance indicators for the IT PMO
Team Leadership & Development
Manage, mentor, and develop a team of financial analysts within the IT PMO
Establish clear performance expectations and provide regular feedback
Create professional development opportunities for team members
Foster a collaborative environment that promotes innovation and continuous improvement
Conduct performance reviews and support career advancement for team members
Stakeholder Management
Build and maintain strong relationships with IT Directors, Finance, Procurement, and other business partners
Represent the IT PMO in financial planning meetings and governance forums
Communicate financial information effectively to technical and non-technical stakeholders
Collaborate with project managers to ensure financial aspects of projects are properly managed
PREFERRED QUALIFICATIONS:
MBA, master's in accounting or master's degree in related field
PMP or CPA certification
Experience working in a PMO environment
Experience with strategic planning and business case development
MINIMUM QUALIFICATIONS:
Experience managing or leading IT projects in Agile, Predictive, and Hybrid Methodologies.
Experience leading and developing project working groups.
Minimum of 8 years of experience leading projects within a program having several interdependencies to other systems or projects.
Minimum of 5 years of senior level IT professional experience such as Sr Software Developer, Sr Database Administrator, Business Analysis, or related role.
This position is a hybrid role. This candidate will be required to work onsite 4-days per week, with the option to work 1-day per week remote.

The Republic Services Polymer Center is the nation's first integrated plastics recycling facility. This innovative site processes rigid plastics from our recycling centers, producing recycled materials that promote true bottle-to-bottle circularity. We also formed Blue Polymers, a joint venture with Ravago, to develop facilities that will further process plastic material from our Polymer Centers to help meet the growing demand for sustainable packaging. We are building a network of Polymer Centers and Blue Polymer facilities across North America.
We continue to advance decarbonization at our landfills. As demand for renewable energy continues to grow, we have 70 landfill gas-to-energy projects in operation and plan to expand our portfolio to 115 projects by 2028.
