As a Quality Assurance Manager supporting CMS, you will be trusted to manage the quality analysis process and review/audit activities for the Federal Services System Support and Oversight (FSSSO) program. You will provide leadership for quality activities, ensuring that external and internal requirements are met before products/services are delivered. In this role, a typical day will include:
Developing and maintaining a tailored quality strategy, including procedures and processes, in collaboration with senior leadership for the performance of quality assurance activities.
Conducting formal and informal reviews, assessments and evaluations through analysis and interpretation of objective and subjective evidence to verify compliance with program and project (workstream) standards and customer requirements.
Verifying processes and procedures align to CMMI ML-3 as well as software development methodology/best practices, such as ISSO 9000 ITIL.
Developing written reports of findings, working with program leadership to ensure resolution of any identified non-compliance findings. Escalates unresolved findings to appropriate management levels.
Participates in special projects, external audits and process improvements in support of quality assurance initiatives.
Maintains an effective and efficient quality program including developing and presenting associated training and familiarization to program staff. Coordinates quality planning efforts with program leadership.
May provide leadership and work guidance to a small team and to less experienced personnel.
REQUIRED QUALIFICATIONS:
Bachelor's degree and at least 5 years of quality assurance leadership experience.
Must have a strong understanding of CMMI ML-3 processes.
Experience working with quality assurance principles and practices in an Agile software development and service operations environment.
Experience developing a tailored quality strategy, including procedures, processes, audit/review schedules, and metrics tracking.
Excellent presentation and communication skills, with the ability to independently generate presentations, in Active Voice, regarding quality assurance group activities and status and present them to senior leadership.
Experience working with quality metrics and software industry metric data collection and analysis techniques.
Experience leading and/or managing a distributed/fully remote team.
Candidate must be able to obtain Public Trust clearance.
Candidate must have lived in the United States at least three (3) out of the last five (5) years.
PREFERRED QUALIFICATIONS:
Experience working with the Centers for Medicare and Medicaid Services.
Strong understanding of ISSO 9000, ITIL framework, and/or other development methodology and best practices.
Good organization and time management skills, with the ability to handle and prioritize multiple activities.
Strong analytical and problem-solving skills.
Ability to work independently or in a remote team environment.
Experience working with software development support tools for requirements. management, defect tracking, configuration management, etc.
Strong understanding of processes, ability to recommend improvements, work with small groups and foster process and quality improvements.
Experience working with quality metrics and analysis techniques.

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
