Summary You will serve as a FINANCIAL MANAGEMENT ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will provide in-depth knowledge of the Planning Programming Budgeting and Execution (PPBE) process. You will develop detailed plans, goals, and objectives for the long-range implementation and administration of the program and/or developing criteria for evaluating the effectiveness of the program. You will conduct internal audits and monitor progress in executions; must have extensive working knowledge of NERP, PBIS and other pertinent financial systems. You will adapt analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity. You will follow established criteria to measure and/or predict the attainment of program or organizational goals and objectives. Requirements Conditions of Employment Qualifications GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Utilizing all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) process to analyze the Command's programs and resources; 2.) Managing and resolving resource sponsorship issues related to Program Objective Memorandum (POM) formulation and re-programming efforts; 3.) Applying capability-based analysis using high-level strategic guidance (e.g., CNOG, DPG, etc.) to the POM development process to determine prioritization of emergent issues; 4.) Collaborating with resource sponsors and external staff to resolve critical budget, accounting, and financial management programming issues; 5.) Demonstrating excellent proficiency in both PBIS database and PBISWeb applications. GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Utilizing all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) process to analyze the Command's programs and resources; 2.)
