Job Description
The selected candidate will provide daily on-site financial budget and procurement support for a government agency.
Will identify and collaborate with internal stakeholders, performing a wide variety of administrative and analytical duties including, but not limited to the formulation, execution, justification, and presentation for programs. Formulate budget estimates for high-level, multi-year programs, develops in-depth cost-benefit analysis and detailed budget forecasts of proposed budgetary and programmatic actions and advises senior level directorate staff of the most advantageous courses of action. Prepares a wide variety of written materials and electronic budgetary information including matrixed program and budgetary functions reports to document funding activities. Monitor and evaluate markets trends, intervene to manage/mitigate the impact of supply shortfalls or price adjustments. Ensure appropriate cost or price analysis is performed to determine the reasonableness of the suppliers bid.
Experience with purchasing multiple commodities and tasks involved in a fast-paced no fail work environment required in the support of telecommunications systems. Reviews individual transactions input into the DISA accounting system to ensure quality of data.
The incumbent serves as Budget Analyst, coordinating the multi-year budgetary process to include formulation, execution, implementation, and funding for the directorate s Service Level Agreements (SLA), Purchase Requests (PR). Ensures acquisition integrity, provide training and issuing guidance in the area of contract administration such as statements of work, Contracting Officer Representative (COR) and Task Monitor (TM) duties. Ability to provide on-the-job training, and user orientation training in the use of the financial systems, as well as upload and monitor PR s against the financial systems and organizational spend-plans.
May interact with senior external personnel on significant technical matters often requiring coordination between organizations.
The selected candidate will be expected to work extended hours when necessary and will be expected to be self-reliant and fully capable of performing the required duties with little to no direct supervision or support.
This position is located in Northern Maryland. There is no relocation assistance available for this position. Applicants must be currently residing in or state willingness to relocate self to Northern Maryland or surrounding areas.
Required Education, Experience, & Skills
Bachelor's Degree in Accounting/Finance/Supply Chain or in a related field of study and at least 4 years of related experience OR Associate degree and at least 6 years of related experience OR High school diploma and at least 8 years of related experience
Direct experience with telecommunications procurements for integration design, installation and support
Current SSBI/T5R adjudicated within the past three years (must be able to pass additional access screenings)
Experience working with cross-functional teams
Knowledge of inventory, supply chain and budgeting management
Working knowledge of developing RFQ/RFP, contracts, preparing financial analysis, negotiations, and PO documentation
Technical capability in order to communicate effectively with design / component engineering on quality improvement topics and cost reduction / design change opportunities both internally and within the supply base
Helpdesk experience ability to resolve trouble tickets between various technical work centers
Excellent interpersonal skills in order to grow relationships in order to support our business needs
Experience with customer trouble ticketing systems (JIRA)
Strong problem-solving techniques for complex problems which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization.
Preferred Education, Experience, & Skills
Knowledge of ITAR restrictions, and FAR/DFAR requirements
Previous work experience in the defense industry
Supplier audit experience
APICS certification (Certified in Production and Inventory Management (CPIM) or Certified Supply Chain Certification (CSCP)
Advanced Product Quality Planning (APQP) knowledge
Ability to be self-reliant
Ability to professionally interact with high level military officers and civilian officials on a daily basis
Trainer / training experience
Positive service-oriented attitude
Military experience / knowledge of customs and courtesies
Experience with larger enterprise IP networks and related networking equipment
Knowledge of DoD policies and procedures for the DISA accounting system
Experience with the development and presentation of briefings
Pay Information
Full-Time Salary Range: $81156 - $137964
