What You'll Do
The Director of Proposal Strategy - Supply Chain, is a senior supply chain leadership role responsible for developing and executing compliant, compelling, and winning supply-chain-focused proposal material, subcontracts and artifacts in support of high-value opportunities across V2X's portfolios. Reporting to the VP of Contracts and Subcontracts, this role leads, supports, educates, and works directly with BD capture, and operations for all pre-award activities. This position is a supply chain partner that supports complex proposals for performance-based logistics (PBL) and sustainment contracts.
Key Responsibilities
Owns the supply chain (subcontractor, supplier, and vendor) portion of the pre-award proposal content. Is the proposal volume lead and ensures alignment between prime contract requirements and supplier, subcontractor, and vendor terms and conditions, requirements, specifications, performance criteria, etc...and ensure all supply chain pre-award policies, procedures, documents, and activities remain compliant with the V2X procurement manual and system. Is in charge of ensuring proposal requirements are developed and flowed down to the subcontractor and suppliers. Leads and develops executable subcontract strategies to submit a compliant proposal with complete alignment with subcontractor, supplier, and vendor.
Leads a team of supply chain professionals to support the proposal development teams (Volume Leads, Writers, SMEs, Pricing) to deliver compliant, responsive, and evaluation-optimized submissions under aggressive timelines
Develops and executes proposal strategies, win themes, and compliance matrices; translates customer requirements (M.3, L.3, Section C) into supply chain discriminators
Directs preparation of RFP packages, performance work statements (PWS/SOW), basis of estimate (BOE), and subcontract data requirements for major bids
Serves as Supply Chain SME on Color Teams (Pink, Red, Gold); orchestrates war rooms with OEMs, 3PLs, and technology partners
Ensures cost realism, risk mitigation, and operational hand-off in all supply chain proposal content
Mentors and develops proposal managers, writers, and supply chain analysts; builds bench strength
Establishes and enforces proposal processes, templates, and tools
Interfaces with BD, Capture, Pricing, and P&L leaders to align proposal strategy with business objectives
Conducts post-submission lessons learned and maintains proposal artifact library
Represents V2X at industry days for example: AFCEA, NDIA, and LOGCAP forums on supply chain proposal excellence
Leads the execution and negotiation of NDA's and TA's that meet the company deadlines
Qualifications
Minimum Qualifications:
Education/Experience:
Bachelor's degree or equivalent is required and a preferred 20 years' of demonstrated leadership in DoD subcontract, contracts, or logistics;
Master's degree plus a preferred minimum of 15 years of demonstrated leadership
Clearance:
Department of Defense secret security clearance and/or ability to become cleared at time of hire.
Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information
Due to the nature of work performed within our facilities, U.S. citizenship is required.
Knowledge, Skills, Abilities:
Demonstrated expert in the pre-award phase of Subcontract Management
Demonstrated expertise in compliance issues related to federal Subcontract and subcontract operations, including audit preparedness, training, policy and procedure development and regulations
Ability to leverage cost structures that will allow the business to win programs as well as meet internal financial targets
Ability to articulate and synthesize a sustainable, positive, foundation within the supplier base to win opportunities, by identifying factors that differentiate critical Subcontracts offerings over the competitors in the customers view
Demonstrated Ability to Manage Program Complexity:
Of a program/family of programs that may serve multiple customers and requires managing multiple Subcontracts with teams crossing several companies and/or business segments.
Demonstrated Subject Matter Expert in Risk Management:
Understanding of advanced techniques in risk management and can apply them within the Subcontract's organization
Leadership:
Ability to consistently balance strategic and tactical objectives for a business area or a family portfolio while optimizing stakeholder value. Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management
Displays an entrepreneur attitude
Communication:
Ability to clearly and concisely report relevant information and to summarize data for senior management. Expert joint communication skills on vision, strategy, and themes, for the proposal, for program teams as well as to senior leadership
Decison Making:
Ability to practically apply advanced strategic and tactical skills across many aspects of programs and the Subcontracts organization. Ability to make sound decisions as well as leading a group towards positive group decisions

The successful candidate's starting pay will be based on, but not limited to, their job-related experience
The following salary range is intended to display the value of the company's base pay
USD $170,000 - $220,000
Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
