The primary purpose of this position is to serve as the Air Mobility Command (AMC) Intelligence, Surveillance and Reconnaissance (ISR) Chief Information Security Officer (CISO). Responsibilities Manages the HQ AMC JWICS cybersecurity program to ensure MAJCOM compliance with Intelligence Community (IC), Department of Defense (DOD), and AF cybersecurity directives. Serves as the AMC ISR Chief Information Security Officer (CISO). Directs Assessment and Authorization (A&A) actions for AMC JWICS network and systems. Exercises supervisory personnel leadership and management responsibilities. Serves as a senior technical advisor to management. Participates as a key member and technical advisor on special committees and projects designed to study methods to enhance the use of information technology. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for the GS-2210, Information Technology (IT) Management Series (Alternative A). Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of local area network (LAN) security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes, and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Skill in applying a full range of IT security principles, concepts, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating, risks and vulnerabilities, implementing mitigating improvement, and disseminating IT security tools and procedures. Ability to plan, organize, and oversee the functions of a small staff organization and develop an IT security program. Ability to communicate orally and in writing and knowledge of safety and security regulations, policies, and procedures. Knowledge of the principles, methods, and practices for integrating information network and system components sufficient to plan, coordinate, and administer computer network and systems, and optimize network and system performance. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize network and systems performance, troubleshoot database performance problems, and perform a wide range of network and systems administration functions. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving networks and systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Knowledge of operating systems, associate devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of network and systems; and to ensure the availability, integrity, efficiency, and reliability of servers. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
