POSITION OVERVIEW:
The St. Paul Park Refinery has a full-time, exempt opening for Mechanical (Fixed Equipment) Reliability Engineer in the Maintenance Department and reports to the Reliability Manager. The position is key for mechanical integrity success working closely with the inspection group and Area Teams for safe, compliant, and reliable operation of the plant.
JOB DUTIES:
Provides technical assistance/troubleshooting assistance in resolving equipment design, operation, and maintenance problems for all fixed equipment located within all assigned area teams; contacts internal and external experts as required.
Utilizes reliability tools such as reliability analytics, failure evaluations, and cost analysis to improve reliability of fixed equipment systems.
Writes PRFs for reliability improvement projects, equipment upgrades, etc. including financial justification (life cycle cost analysis) and facilitates DSP development. Champions MOC as appropriate.
Reviews turnaround work lists and scopes for critical equipment.
Helps establish equipment monitoring plans and control limits.
Ensures equipment repairs meet or exceed OEM specifications.
Conducts post-audits to measure the effectiveness of significant reliability related projects and activities.
Provides technical assistance to aid decision-making on repair solutions during turnarounds and unplanned equipment outages.
Reviews corporate specifications for potential improvement based on industry and site-specific experience as appropriate.
Provides technical expertise and support to capital project development.
Investigates incidents to determine root causes and provide recommendations to prevent recurrence in any location with similar conditions.
Provides Area Team with guidance and direction for fixed equipment opportunities.
Inputs accurate failure codes on work orders and LOE records for reliability analysis.
Manages heat exchanger tube bundle assessment program to make recommendations for bundle testing or replacement timing based on life cycle and potential lost opportunity costs.
Manages fixed equipment spare parts and updates to equipment files and asset database.
Manages the procurement of in-kind replacements of fixed equipment.
Analyzes equipment history and failure data to identify bad actors and threats, supporting data-driven decisions for reliability improvements.
Collaborates with Inspection to discuss inspection findings, recommendations, potential projects, and other efforts to mitigate potential damage to equipment and enhance life cycle reliability.
Performs engineering evaluations, including Fitness for Service and flange assembly calculations, per applicable industry codes and recognized engineering practices (RAGAGEP).
Develops repair procedures for damaged equipment in accordance with RAGAGEP and MPC standards.
Conducts focused reliability improvement programs and propose projects that increase reliability and/or decrease operating or lost opportunity costs. Use reliability analysis tools (LCCA, bundle analysis, failure history reviews, etc.) to achieve this.
Works with Engineering to ensure reliability, corrosion, and operating damage mechanisms are considered for new project installations and existing affected equipment. This can include but is not limited to drawing reviews and shop inspections.
Supports purchasing and engineering functions by reviewing fabrication drawings for proper material selection and design per the applicable codes and standards.
Participates in corrosion studies for RBI, HAZOP, HTHA, project reviews and other strategic initiatives.
Engages in review, revision, and development of Maintenance and Inspection procedures as well as MPC specifications
Participates in the Fixed Equipment Reliability Engineering Group (FEREAG) and network with other groups including the Fixed Equipment Advisory Group (FEAG) and Heater Advisory Group (HAG) in order to communicate 'lessons learned' and actively seek improvements gained at other Division locations.
REQUIRED QUALIFICATIONS:
Bachelor's degree in Mechanical Engineering required.
Two (2) years or more of experience required.
PREFERRED QUALIFICATIONS:
Working knowledge of the ASME Boiler and Pressure Vessel Code and API standards related to the refining industry.
Experience with the basic design and evaluation of pressure vessels and bolted joint connections.
Familiarity with refinery maintenance activities and troubleshooting fixed equipment problems such as heat exchanger tube bundle leaks, piping and fixed equipment vibration, and loss of containment failures.
Experience with Heater/Furnace troubleshooting and maintenance.
Experience with fitness for service software such as Signal FFS, Compress or Plant Manager.
Experience with Asset Performance Management software.
