Responsibilities As an IT Specialist (APPSW), GS-2210-14, your typical work assignments may include but are not limited to the following: Serves as Engineering Director. Leads the organization's technology modernization efforts by identifying, assessing, and recommending opportunities that provide rapid value to enterprise users and the public using agile methodologies. Oversees end-to-end software delivery by managing both project managers and developers to ensure that solutions meet scope, schedule, budget, and quality expectations. Defines and enforces engineering and delivery standards while continuously improving development processes, CI/CD pipelines, and DevSecOps practices through ongoing collaboration with other key stakeholders. Performs a full range of first-level supervisory responsibilities. This involves assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees and developing performance standards, and evaluation of work performance of subordinate. Serves as a key liaison between the engineering organization and its internal and external partners, ensuring that communication flows effectively across technical, design, product, and support teams. Develops and executes multi-year technology roadmaps aligned with organizational strategic objectives. Identifies opportunities for more efficient and sustainable data management approaches, and develops process improvement recommendations based on deployment metrics and lessons learned. Manages personnel and contractor resources across multiple sub-teams, ensuring alignment of staff, skills, and priorities with the organization's mission and program objectives. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. SPECIALIZED EXPERIENCE You must have one full year (52 weeks) of IT-related experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service or private sector. Specialized experience for this position is defined as performing at least four (4) of the following experiences: Leading a multi-functional team to deliver in hybrid (on-prem, cloud) environments across an array of technologies and platforms. This involves addressing interpersonal conflict among team members (employees and contractors) and balancing work assignments. Overseeing complex software architecture and development initiatives. Demonstrating mastery of software engineering principles, object-oriented languages (Java, C#, Python), and modern web frameworks (NET, Salesforce, SQL Server, PostgreSQL, Angular/ Material UI). Demonstrating expertise with GitHub/Gitlab, Docker and Kubernetes, testing suites (code quality, security, code coverage, defects) and Generative AI. Demonstrating experience with Agile methodologies and tools (including but not limited to ideation, ticket management, documentation) Identifying emerging technology industry trends and performing impact analysis against the existing technology portfolio including opportunities for modernization and process improvements in line with advancements in the field. Developing and managing acquisition, contract, and budget planning activities related to system implementation, modernization, integration, maintenance. -AND- In addition to the specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
